The project involves concrete work within City Park in Bluefield, Virginia, specifically for a splash pad concrete addition. The scope includes several pads estimated at a total of 2,612.46 square feet, with some areas requiring 6-inch thick concrete (720 square feet for a building pad) and others 4-inch thick concrete (1,892.46 square feet). The work includes base leveling with 6 inches of stone, concrete rated at 4000 psi, control joints to control cracking, reinforcement to resist heaving, resistance to caustic and hostile materials, pump truck mobilization, stone subbase grading, forming, rebar placement, finishing, and sawcutting. A knee wall at the rear of the shaded pad, 2 CMU high and 60 feet long, is also required with solid fill and reinforcement. Quantities are estimates and actual amounts must be verified onsite by the winning bidder. All work must meet industry standards. Instructions to bidders require submission of a proposal including an optional quote for all labor and materials except stone and concrete, a list of similar projects with references, a scope and outline of work and timeframe for completion, proposed total price for all concrete surfaces including cost per cubic foot, and submittal of material specifications and quantities. Materials are subject to review prior to bid acceptance. Proposals must be sealed and clearly marked "Splash Pad Concrete Addition." Faxed or emailed proposals are not accepted. The City reserves the right to contract with one or multiple firms for the project and encourages minority business enterprise participation.
