COSCA is seeking proposals for the control of Russian thistle (Salsola species) at four work sites distributed throughout COSCA's open space system. Opportunistic treatment of other invasive non-native species is not anticipated except as noted in Task 3. The project scope details each site and the order in which tasks are to be performed. Water is not available at any location, and the contractor must plan accordingly. The selected contractor must have prior experience with non-native plant management, demonstrate high proficiency in plant identification, and hold a valid C-27 Landscape Contractor License from California. Treatment methodology involves spot application of herbicide. The contractor must be licensed by the California Dept. of Pesticide Regulation (CDPR) as a Pest Control Operator, with applicators holding a Qualified Applicator’s License or Certificate (QAL/C) or working under direct QAL/C supervision. Tank mixes must include a non-ionic surfactant and a photodegradable marking dye for visual confirmation of application area.
