The City of Bloomington Utilities (CBU) is requesting proposal submissions from professional Environmental Consultants to conduct Phase I and II Environmental Site Assessments for the Clear Creek Corridor Renewal Project. A list of properties and a map of the project area are included as attachments. QA date - 06/25/2026 at 12:00 PM ET The Clear Creek Corridor Renewal Project aims to convert the 100-year old limestone block open channel that confines Clear Creek south of W 1st Street into an innovative stormwater amenity in an urban setting that showcases advanced stormwater treatment technologies. CBU anticipates the project will involve excavating the existing stream banks and ground disturbance within the mapped floodplain. A list of properties and map of the project area are included as attachments. An engineering feasibility study will be conducted in 2026, with the chosen engineering firm anticipated to be under contract in July 2026. The engineering firm will produce three technically feasible alternatives that will aim to reduce the regulatory floodplain for potential redevelopment within the corridor. The engineering firm will be in charge of exploratory geotechnical borings during the feasibility study. The feasibility study is anticipated to be complete 12 months from the date of contract execution. The Environmental Phase I and II reports from the Environmental Consultant will help inform the engineering firm of environmental concerns that may impact the project design. Proposals should reasonably fit within the feasibility study timeframe. The reports should meet all applicable state, federal, and ASTM standards. CBU will facilitate right-ofentry approvals, but the Environmental Consultant will assist with property owner communications and be responsible for coordinating on-site work. Proposals submitted as part of this RFP should include a detailed description of the work to be performed, timeframe, itemized cost estimate, and table of staff hourly rates
