Site work, paving and new construction of a water / sewer project in Aumsville, Oregon. Completed plans call for the construction of a water / sewer project.

The work includes providing soil stabilization at the wastewater treatment plant site by means of rammed aggregate piers; constructing a new elevated headworks with a mechanically cleaned screen; constructing two new sequencing batch reactor basins, a new equalization basin, and a blower building; constructing a new chlorine contact chamber; constructing a new dissolved air floatation clarifier in a new building; constructing new chemical feed equipment; constructing a new irrigation DAF feed pump station; constructing a new storage building; constructing new electrical power distribution and control equipment; and providing grading, paving, and site piping, electrical, and instrumentation work. Owner as Buyer has executed procurement contracts with Xylem Water Solutions, USA and Krofta Technologies, LLC as Sellers for the procurement of goods and special services for the Aumsville Wastewater Treatment Plant Sequencing Batch Reactor Equipment and the Aumsville Wastewater Treatment Plant Dissolved Air Floatation Equipment. The materials and equipment to be provided through the procurement contracts are to be furnished and delivered to the Site for installation by Contractor. Owner will assign said procurement contracts to Contractor as set forth in the Agreement. Contractor will accept the assignment, as Buyer (Contractor Assignee), and will be responsible to Owner for the performance of obligations by Seller, which will become a Subcontractor or Supplier to Contractor. The contract documents for the said procurement contracts are included as appendices to the Project Manual. This project is subject to the American Iron and Steel (AIS) requirements instituted by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 and subsequent annual appropriations for WWD programs. This project was funded in part with a financial assistance USDA Rural Utilities Service (RUS) and the Oregon DEQ Clean Water State Revolving Fund Program. Bids shall be submitted in a sealed envelope clearly marked “Bid for the Aumsville Wastewater Treatment Plant Improvement Project”, showing the date and time of the public bid closing, as well as the Bidders name, and shall be delivered to the location specified above, by or before the above bid closing time. By no later than 4:00 p.m. local time on July 14, 2026 (i.e., 2 working hours after the bid closing), each bidder shall deliver to Christopher J. Brugato, P.E., Project Manager, of Westech Engineering, Inc., at the same address as the bids were delivered to, the “First Tier Subcontractor Disclosure Form” contained in the bidding documents. This form shall be submitted regardless of the bid total. Bidders who fail to submit the required disclosure form will be considered non-responsive, and their bid will not be considered for award. The disclosure form shall either be submitted in the same envelope as the bid, or shall be submitted in a separate sealed envelope clearly marked “Disclosure Form for the Aumsville Wastewater Treatment Plant Improvement Project”, showing the date and time of the disclosure submittal deadline, as well as the Bidders name.
