Work shall commence ASAP. All work must be completed no later than July 31, 2026. All work will be between the hours of 0700-1600 Monday thru Friday unless otherwise notified. Period of Performance From 06 Jul 2026 To 31 Jul 2026 All questions concerning the solicitation document shall be submitted via email to karl. p.just@usace.army.mil. This contract is for the replacement of degraded communication lines between the pier network /connection box and the gate opener network/connection box located at Lock and Dam 5A, Fountain City, WI. The current 12-pair ber line has deteriorated to only two operational lines. Contractor shall provide all labor, equipment, and materials to install a replacement line consisting of approximately 600 linear feet of new 12-count Multi-Mode (MM) OM1 Fiber Optic cable (underground burial rated) and a redundant backup line consisting of approximately 600 linear feet of Cat 6 direct burial cable. Contractor must install both new communication cables within the existing buried conduits and vaults for the primary run. Additionally, the contractor shall install approximately 50 feet of new conduit, including weather-tight ttings and necessary hardware, connecting the gate operator network/connection box to the nearest vault box to safely route the new cables. Contractor will terminate both ends of the new 12-count ber cable using ST connectors and terminate both ends of the Cat 6 backup line using standard network terminations (e.g., RJ45). Upon completion of installation, the contractor shall functionally test all systems. Perform signal loss and integrity testing on all 12 bers (e.g., using an OTDR or Light Meter) and perform continuity and performance testing on the Cat 6 line to verify they meet manufacturer and industry standards for safe and reliable operation. Any issues found during installation or testing will be reported to the Government POC immediately. Government will provide access to the Lock 5A facility, including the existing buried conduits, vaults, and the pier/gate network connection boxes. Post-service deliverables, including documented testing reports for all lines, shall be delivered within (10) days of installation and testing completion.
