Rehabilitation of fire-damaged housing units, including window and vinyl siding replacement. The project is located at 3010-3020 Bakersfield Drive in Tudor Court, Lumberton, NC 28358. The Housing Authority of the City of Lumberton (HACL) is soliciting bids from qualified and licensed contractors for a coordinated exterior revitalization project. The scope includes the Proof of Loss from NCHARRP, Technical Roof Replacement Scope, and the Scope of Work for the complete replacement of the existing Water and Sewer Lines. This project must be executed as a single, synchronized effort. The selected Contractor shall provide all labor, materials, equipment, and professional supervision required to ensure a high-quality, timely completion. This is an occupied public housing development, the Contractor must prioritize resident safety, minimize operational disruptions, and maintain a secure site environment throughout the project duration. Resident Safety and Security o Site Demarcation: Establish strictly controlled work zones using professional barriers and clear signage to prevent unauthorized access by residents, children, or pets. o Fall Protection: Implement comprehensive fall-protection systems (e.g., guardrails, netting) for all work performed at heights to protect both workers and bystanders. o Access Control & Identification: Maintain a log of authorized personnel on-site. All workers must be easily identifiable. The worksite and all equipment must be fully secured during non-working hours. o Hazard Mitigation: Ensure all walkways, entryways, and common areas are free of tools, hardware, and debris. Any potential trip hazards must be mitigated or removed by the end of each shift. o Relocation Coordination: HACL will work with the Contractor to identify households with vulnerable residents (infants, elderly, or pets). The Contractor must provide ample notice if specific phases of work require temporary unit vacancy. Disruption and mitigation o Environmental Controls: Siding and window removal generate significant dust and particulates. The Contractor must use heavy-duty drop cloths and interior plastic sheeting to seal off living areas from the work zone. o Asset Protection: All exterior tenant properties, including furniture and landscaping, must be shielded or relocated prior to the commencement of work. o Acoustic Management: Work involving high-decibel power tools must be restricted to HACL-approved hours. The Contractor shall provide a weekly schedule to assist residents in managing noise disruptions. o Vibration Safeguards: Contractors must advise residents to remove fragile items or wall-mounted art from interior walls, as vibrations from siding removal may cause damage to unsecured property. Communication and Planning o Scheduling: Prior to mobilization, the Contractor shall provide a detailed project timeline specifying the duration of impact for each building and unit. o Communication Protocol: Establish a formal reporting structure for daily updates. This ensures HACL and residents are informed of progress, schedule shifts, or utility interruptions. o Utility & Access Coordination: All requirements for electrical or water access must be agreed upon in advance. Any temporary disruption of essential services must be scheduled with a minimum of [48-hour] notice to residents. o Issue Resolution: The Contractor shall maintain a clear process for residents to report concerns, ensuring prompt responses to maintain community trust. Property Protection and Site Restoration o Daily Sanitation: Perform a rigorous daily cleanup of both interior and exterior areas. This includes sweeping, debris removal, and the use of HEPA-filtered vacuums to manage fine dust. o Waste Management: Dumpster placement must be approved by HACL to ensure resident access is not impeded. All waste must be contained within the dumpster and removed from the site regularly. o Final Remediation: Upon completion, the Contractor must perform a "white glove" cleanup. This includes a thorough sweep of the grounds with a high-power magnetic bar to ensure no nails or metal shards remain. o Final Acceptance: A comprehensive walk-through will be conducted with HACL representatives to verify that all work meets contract standards, and the site is returned to its original condition. 2.
