The work includes furnishing all labor, supervision, materials, equipment, tools, transportation, testing, documentation, and incidentals necessary to complete the installation of a new golf course irrigation system at the Florissant Golf Club in accordance with project plans, specifications, and applicable codes and standards. The project includes installation of a new Rain Bird Integrated Control (IC) irrigation system, HDPE mainline and lateral piping systems with all required fittings and valves, Rain Bird IC sprinkler heads for greens, tees, fairways, and perimeter areas, Rain Bird CirrusPro Central Control System with all associated components, removal and disposal of existing irrigation components as necessary, trenching, vibratory plowing, boring, bridge crossings, backfilling, compaction, sod replacement, restoration, and repair of disturbed areas. The contractor must maintain operation of the existing irrigation system during construction as required, coordinate construction sequencing to keep all but one hole open at a time, complete as-built documentation, and perform testing, startup, flushing, and final operational testing in accordance with manufacturer recommendations and project specifications. Warranties, guarantees, spare equipment, training coordination, and post-installation support are to be provided as specified. All work must comply with prevailing wage requirements, OSHA regulations, state labor standards, utility coordination, and local, state, and manufacturer installation standards. The contractor is responsible for protecting existing utilities, golf course improvements, pavements, drainage structures, and landscaping, restoring all disturbed areas, and installing only new, approved materials. No substitutions are permitted unless approved in writing by the Owner and Designer. Sufficient manpower, supervision, equipment, and scheduling are required to achieve completion within the specified timeframe while maintaining golf course operations. Instructions to bidders include: proposals must be submitted electronically via OpenGov; proposals must include all required documents listed in the bid, including a separately attached cost proposal, qualifications, insurance certificates, schedule and availability, warranty information, references, and evidence of participation in a federal work authorization program. Bids must be accompanied by a deposit of at least 5% of the amount in the form of a certified check, cashier's check, or bid bond payable to the City of Florissant. A performance bond equivalent to 100% of the contract price must be furnished by the successful bidder. All vendor questions must be submitted through OpenGov. Certified payrolls are required with monthly billing. Invoicing for work completed through November 30 must be separate from subsequent work. Bidders must confirm non-collusion, submit references, complete all affidavits and federal compliance documentation, and guarantee their bid price for 60 days from the date of bid opening.
