The City of Florissant seeks competitive, sealed proposals from qualified vendors to establish a blanket purchase agreement for the high-volume supply and delivery of various aggregate materials for operations such as roadway maintenance, winter storm management, water/sewer line bedding, volumetric concrete truck production, and general infrastructure repairs. The contract shall run for one year from July 1, 2026 through June 30, 2027, with options to renew for two additional one-year periods upon mutual agreement. Shipping and delivery charges must be included in the bid price (F.O.B. destination), and materials will be purchased on an as-needed basis. Bidders may provide information for any product exceeding specifications. The City is sales tax exempt. Bidders must submit proposals electronically through OpenGov after creating an account. The bid must include a completed proposal, certificates of insurance naming the City as additional insured, an emergency agreement clause (which may require supplying up to 10% excess of bid quantities in emergencies), corporate profile and experience, technical specifications and quality control documentation, an operations and logistics plan, and a completed pricing table listing unit price per ton for specified materials. Bidders must also confirm understanding and compliance with all proposal requirements, instructions, general and special conditions, non-collusion, and, to the extent possible, the use of American-made products. The City reserves the right to reject any or all bids and may require the successful bidder to carry additional inventory for emergency situations and to provide priority service during such events.
