The project primarily consists of full depth roadway, retaining wall, and storm drainage construction. Bids will be received for a single prime contract, on a lump sum and unit price basis as indicated in the Bid Form. Bidding documents can be downloaded from the project's bidding service webpage. Prospective bidders must print their own copies of bidding documents, as printed copies will not be provided. A nonrefundable $50 fee to the bidding service is required to submit an electronic bid. Bids must be accompanied by a bid bond in the amount of five percent of the bid. The successful bidder will be required to provide performance and payment bonds each in the amount of one hundred percent of the contract price. The successful bidder must comply with the requirements of prevailing wage rate laws. The contract is subject to state spending allocation goals and contract compliance requirements, and requires affirmative action to ensure equal employment opportunity. The owner is exempt from payment of sales and use taxes on all materials and equipment to be permanently incorporated in the work. No bid may be withdrawn until ninety days after the bid opening. The town reserves the right to reject any or all bids, waive informalities or defects, make extensions to review bids, and accept the bid(s) that will be in the town's best interests.
