Proposed construction includes the replacement of sanitary sewer, pipe bursting, and cast-in-place pipe lining, manhole replacement, roadway reconstruction, associated E&S, site restoration, and traffic control at specified locations in the City of Clairton. Proposals must include a Bid Bond equal to ten percent of the Proposal as a guarantee that, if accepted, the successful Bidder will enter into Agreement and commence construction immediately after the Notice of Award. Compliance is required with Title VI and other applicable civil rights laws, the Department of Labor Equal Opportunity Clause, Section 109 of the Housing and Community Development Act, Executive Orders on business utilization, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, the Allegheny County MBE/WBE and Veteran-Owned Small Business requirements, and Section 3 of the Housing and Urban Development Act regarding employment and business opportunity utilization. All construction contracts must incorporate federal General County Conditions by reference. The Steel Rivers Council of Governments reserves the right to waive informalities or to reject any or all proposals, or any part thereof. No bidder may withdraw their bid for the period specified in the project documents after the scheduled closing time for receipt of bids.
