Bidders must attend a mandatory site visit to review site-specific details, which is required for bid consideration. The procurement is conducted through an open competitive bidding process for the specified upgrades. The Contractor shall supply all materials, labour and equipment required to complete the scope of work outlined in this section for the Cumberland -Windows and Doors and Siding Upgrades Housing project located at 155 Cumberland Street, Charlottetown, PE C1A 5C3. 2. The Contractor shall complete the following exterior upgrades: a. Obtain all required measurements and verify accuracy prior to ordering. b. Successful bidder must submit three sets of shop drawings of windows and have approved prior to ordering. c. Perform all work in accordance with applicable building codes. d. Remove and dispose of existing steps, ramps, decks and concrete supports and replace them with new wooden decks of similar size/shape. New steps, ramps and decks must be in compliance with applicable codes and standards for strength and accessibility. a. If required, excavate the area to required depth to ensure the final grade is suitable. b. Inspect for rot and inform the Government if additional remediation actions are required. c. Attach new deck to building and support with screw piles at appropriate spacing. Spacers should be installed between the new deck and the building to allow air flow (i.e. 3/8" laths); additionally, supply and install flashing to protect the deck ledger. d. Frame the deck with pressure treated 2"x 6" lumber and appropriate size support posts. e. Install pressure treated vertical deck boards as skirting around each deck. f. Decking to be 5/4"x 6" installed with 2-1/2" decking screws, screws not to be above decking. g. Install pressure treated railing around deck, 4"x4" posts with 2"x4" framing, spindle spacing to be 4" apart with 2"x 6" top. h. Ensure deck (with decking) is 1-1/2" below door. e. Remove existing interior and exterior window and door trim, vinyl siding, soffit, vents and all other removals required to complete the work. f. Remove existing doors and windows. Ensure proper notice is provided prior to removing windows and doors in occupied units. g. Replace receptacles (install GFCI with covers), hose bibs, etc. h. Inspect existing buildouts, exterior sheathing, and rough openings, and notify Government of any signs of rot or water damage prior to installing new. i. Install new 1" wood buildouts around all window and door rough openings for window securement. j. Install 1" Ener-Air rigid insulation on exterior walls c/w sealed joints as per manufacturer's recommendations. k. Install Tyvek (or approved equivalent) vapour barrier over insulation. l. Install window and door wrapping for all openings in accordance with manufacturer's specifications and or industry best practices. Ensure new window and door wrapping ties into the new vapour barrier as required. m. Install new triple pane single-hung vinyl windows. n. Install new steel doors including standard lever style handles c/w deadbolts. All locks shall be installed to suit Government master key. All doors on the first level should be equipped with a low-profile threshold. o. Install window flashing as per manufacturer recommendations and or industry best practices. p. Install new vinyl siding complete with standard trim and accessories. q. Install new soffit with minimum 25% vented, c/w true-vents, ensuring that building codes are followed for location of venting. r. Install new eavestrough, downspouts and splash pads graded away from the building. s. Install 8" waterboard around perimeter of building with drip cap and flashing on board to cover the rigid foam insulation. t. Build out interior jambs for all windows and doors with 3/4 " finger jointed pine to interior wall finish. Repair walls as required. u. Insulate void between window / door jambs and rough studs with low expandable foam as per manufacturer's instructions, and repair drywall where required. v. Install pre-primed 3- 1/2 " pine casing on all four sides of windows and all three sides of doors. w. Fill trim nail holes and apply one coat of latex primer and two coats of latex finish paint. x. Ensure all new windows and doors are operational after installation and make any required adjustments or corrections. y. Replace all exterior lights with new LED light packs on the exterior wall throughout the perimeter of the building. Confirm new light placement with Government prior to installation. z. For any grassed areas damaged during the Work, install screened topsoil and sow with grass seed c/w 2' stakes, string, and red plastic ribbon to protect new seed.
