Webb County is moving forward with nearly $1 million in federally funded street improvements in El Cenizo, with about 3.2 miles of roadway set to receive upgrades. County leaders recently awarded the El Cenizo Street Improvement Project to Elite Grading and Paving for an amount not to exceed $954,071.85. The project will include new hot-mix asphalt, concrete removal, adjustments to manhole lids, traffic control, signage, striping and drainage improvements, along with other related road work. Pct. 1 Commissioner Jesse Gonzalez said county officials have been working to get the project underway for El Cenizo residents. "This is something that we've been looking at to kick-start and to have the project hit the ground running," Gonzalez said. The project is being funded through a U.S. Department of Housing and Urban Development Community Project Funding grant. Seven companies submitted bids for the work, ranging from about $954,000 to $1.5 million. Commissioners Court had rejected all bids July 27. Gonzalez said requirements attached to the federal grant made it more difficult for the county to reject the bids and simply begin another competitive bidding process. After consulting with the county's legal and engineering staff, the Commissioners Court rescinded its earlier action and awarded the project to Elite Grading and Paving, the lowest responsible bidder.
