Renovation of a mixed-use development in Altoona, Pennsylvania. Completed plans call for the renovation of a one-story above grade retail development; and two-story above grade multi-residential development.
Install a new roof and repair any damaged roof rafters if applicable. Convert the second floor into two to three residential apartment units that meet all building, electrical, mechanical, and plumbing code requirements. Provide adequate parking for the residential apartment units. Outfit the first-floor commercial building to allow for a merchandising business to operate, meeting all commercial building, electrical, mechanical, and plumbing code requirements, and applicable parking requirements. Update and refresh the building façade. All proposals must include the signed statement on page 6. All submissions, including attachments, must be on 8 and 1/2" x 11" paper. Respondents must submit three copies of the proposal, including attachments. Proposals must address all items in the scope of work and provide a schedule of values. Evaluation criteria include purchase price (if applicable), prior work experience, financial commitment, construction schedule, adherence to scope of work, prior and pending code violations within the City of Altoona, compliance with the terms of the request, final occupancy condition related to the surrounding neighborhood, and information on the attached Certification submitted by the bidder. The successful bidder must deposit $1,000 into an escrow account to cover legal counsel fees and costs related to the Developer's Agreement and related transaction costs; this deposit is credited upon completion of the agreement and forfeited if the bidder fails to start or complete the project.
