Site work and paving for a mixed-use development in Green Bay, Wisconsin. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work under this contract includes the excavation, loading and stockpiling of approximately 1,100 cubic yards of clean fill; excavating approximately 1,400 cubic yards of contaminated soils on site and redepositing on-site in low areas to achieve the desired subgrade; loading and hauling of approximately 960 tons of excess RCRA metal and PAH contaminated soil to Waste Management's landfill in Whitelaw for disposal; installation of indicator fabric and capping of the greenspace areas with a minimum of 12 inches of stockpiled clean granular fill; topsoil and seeding areas as indicated; providing mulch or erosion control matting as noted; capping the trail with one of three alternate bid items ranging from granular fill and topsoil, asphalt, or asphalt with a one foot concrete edge; installation of culvert pipe, two catch basins and connection to storm sewer within Broadway; all necessary repairs to roadway, curb and sidewalk; dewatering the excavation as necessary; installation of silt fencing and all associated erosion control measures prior to start of excavation activities; installation of temporary perimeter control fencing as needed around the perimeter of the excavation including traffic control in Broadway; and all associated permits. Bidders must provide proof of responsibility on the form furnished by the Director of Public Works, filed at least five days prior to bid opening. The City of Green Bay reserves the right to reject any or all bids and to waive any informality in bidding. All proposals must be submitted through via the electronic vBid online bid service issued to the specific bidder by the Director of Public Works, together with a bid bond equal to at least five but not more than ten percent of the bid, payable to the City of Green Bay as a guarantee that if the bid is accepted, the bidder will execute and file the contract and a performance bond in the amount of one hundred percent of the total bid within ten days after the award of the contract. Only the Proposal Pages, Bid Bond, Affidavit of Compliance, Disclosure of Ownership, Terms Related to Federal Funding, and any Addenda issued shall be submitted. In case the successful bidder fails to execute such contract and performance bond, the amount of the check or bid bond shall be forfeited to the City as liquidated damages.
