The City Council listed the East - West Corridor Capacity Improvement Implementation as a High Priorityin its 2025 - 2027 Goals and Priorities. In an effort to advance this priority, the City has already completed the following improvements: 2016 - Property Acquisition for $853,000 2017 - Grandview / Delhi Roundabout for $827,000 2018- Loras / Grandview Traffic Signals for $370,300 2019 - University / Grandview Roundabout for $1,200,000 TOTAL $3,250,300 in improvements to date. The City and consultant team are currently working to complete the planning, preliminary engineering design and the NEPA environmental clearance phase to advance the development of East-West Corridor Capacity Improvements along University Avenue. In February 2025, the City hosted an open house public information meeting for the East-West Corridor Capacity Improvements. The preliminary design and results of the environmental study were presented to stakeholders and the public for review and provide input. The project team is currently using that feedback as they continue to refine the preliminary design for the corridor improvements. A second public information meeting will be held in summer of 2026. In December 2023, the City received official guidance from the Iowa DOT that the DMATS STBG funds allocated for the east-west corridor project can only be used for eligible construction costs moving forward. This significant change in the use of federal and state transportation funds has created obstacles and challenges for completion of this project. Since the City previously budgeted the east-west corridor project was based on grant funds to assist with all phases of project development, including final design, property acquisition, and construction, the City will need to evaluate how this shift in funding eligibility has impacted the Citys ability to develop and advance the project. The City must identify local funding or grants to complete final design, conduct property acquisition, and construct the proposed corridor improvements. The adopted FY26 budget included $1 million dollars to continue to advance the development of East-West Corridor Capacity Improvements along University Avenue. In January 2026, the USDOT issued the Notice of Funding Opportunity (NOFO) for the 2026 Better Utilizing Investments to Leverage Development (BUILD) Grant Program. In February 2026, the City submitted an $18.5 million BUILD grant application for the East-West Corridor Capacity Improvements Project. We have not yet received the grant. The BUILD grant requested funding will support improvements to a 0.6-mile corridor along University Avenue, from Pennsylvania Avenue to Delhi, and will include final design, property acquisition, construction, and grant administration. The University Overlap Section will be transformed into a Complete Street corridor with new roundabouts at Pennsylvania Avenue, Asbury Road, Loras Boulevard, and Delhi; enhanced crosswalks near the roundabouts; pedestrian and bike accommodations along the segment. The FY27-31 proposed budget provides funding which aligns with the proposed project development schedule as outlined in the BUILD grant application. If the City is fortunate enough to be awarded a BUILD grant, the total project cost estimate is $18.5 million, and the federal awarded funding would cover 80% of eligible costs ($14.4 million), which is included in this budget request. The City’s 20% local match ($4.1 million), in addition to other City project administrative expenses that would be considered as non-eligible costs, are also included in this budget request. The project is included in the City's 2027-2032 Capital Improvement Program (CIP). As of June 24, 2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP).
