The contractor shall provide emergency debris removal services within Metro Nashville-Davidson County, supporting the Metro Nashville–Davidson County Debris Management Plan. The work includes the removal, processing, and lawful disposal of disaster-generated debris, excluding hazardous materials and household putrefied garbage, from public streets, rights-of-way, facilities, municipal properties, and other public locations. The contractor is responsible for establishing and operating Temporary Debris Staging and Reduction (TDSR) sites to process vegetative and construction and demolition (C&D) debris. Responsibilities include providing all labor, equipment, fuel, maintenance, mobilization, insurance, supervision, utilities, sanitation, site security, and necessary site improvements, as well as documenting all operations and repairing any damages caused. Work also entails recycling marketable materials, complying with FEMA requirements, and supporting the Metro’s curbside segregation program. Debris hauling shall be documented and compensated based on validated load tickets and measured cubic yards. The contract requires the contractor to manage a large workforce, meet performance schedules, and submit regular reports. All work must comply with current FEMA Public Assistance Program and Policy and all applicable certification requirements. Instructions to bidders include providing detailed methodology and approach for TDSR site management, site security, segregation and waste stream management, and setting up hazardous waste containment. Bidders must also describe their safety policies, quality assurance plans, risk mitigation strategies, management capacity, and their plan for completing work within specified timelines. Bidders should demonstrate qualifications and experience, provide resumes for key personnel, and submit references for similar projects. Compliance with economic engagement, EBO documentation, insurance, bonds, and licensing requirements is mandatory for responsiveness. All work must be authorized by written Task Orders. Participation in pre-offer meetings and timely submission of all required documentation is expected.
