The requirement is for the purchase and vendor installation of a manually operated arm/beam gate system designed to control traffic flow, support circulation control, and provide reliable emergency access and egress at external installation gates during contingency operations. The system must be listed on the most current DoD Anti-Ram Vehicle Barrier List and meet a minimum P3 crash certification or higher. It must operate without hydraulic or electrical power and be capable of opening both vertically and horizontally. The design must be surface-set to allow rapid installation without excavation, be reusable after impact, and require minimal or no maintenance over time. The system must be new and unused, include a long-term warranty, and provide adjustable span capability up to 24 feet to accommodate emergency response vehicles. It must be deployable by a single individual without tools and offer interoperability with other systems available on the market. The requirement also includes access to certified training on system use, with options for recurring training or a train-the-trainer program. The Method of Contractor Selection has not been determined at this Time.
