The Town of New Carlisle, Indiana is requesting Statements of Qualifications (SOQs) from qualified professional consulting firms, landscape architecture firms, architecture firms, engineering firms, and/or multidisciplinary design teams for planning, conceptual design, engineering, and potential future construction-phase support services associated with the development of Migley Field, a professionally designed WIFFLE ball stadium and flexible public gathering space. The Town of New Carlisle hosts a major annual WIFFLE ball tournament that draws participants and spectators from across the country. The Migley Field project will formalize this tradition through the development of a permanent public facility that supports recreation, events, and community use. The selected consultant/team will assist the Town in developing conceptual design and planning documents for a multi-use facility up to approximately the 30% design level. The project is intended to support recreation, events, and community use while contributing to tourism and broader community and economic development goals. Scope of Services May Include: Existing conditions analysis, including site, utility, environmental, and accessibility considerations; Public and stakeholder engagement, including coordination with Town staff, community groups, and tournament organizers; Conceptual design development, including site layout alternatives and visualizations; Engineering and technical services, including civil, structural, lighting, and site design considerations; Cost estimating, phasing strategies, and implementation planning; Preparation of conceptual plans, renderings, and presentation materials suitable for public review. Deadline for Questions: July 10th, 2026 The Town of New Carlisle reserves the right to reject any and all submissions, waive informalities, and negotiate with the selected firm(s) in the best interest of the Town.
