Supplying all labor and materials (as specified) necessary for the Annual Contract for Water and Sewer Repair Work, including Part A – Water System Repair Work, Part B – Cured In Place Pipe (CIPP) Installation, Part C – Sewer System Repair Work, and Part D – Manhole Rehabilitation. The outline of features of the work does not limit the responsibility of the Contractor to perform all work and furnish all labor, equipment, and materials required by the specifications and/or the drawings referred to. Each contractor submitting a bid in excess of $50,000.00 must show on his bid and on the face of the envelope (or the first page of an electronic bid submittal) containing the bid, his Certificate of Responsibility Number. If the bid does not exceed $50,000.00, a notation so stating must appear on the face of the envelope (or the first page of an electronic bid submittal). No bid will be opened, considered or accepted unless the above information is given as specified. Sealed envelope proposals shall be deposited prior to the hour and date designated. Electronic bids shall be accepted if received prior to the bid date and time. No bidder may withdraw his bid within ninety (90) days after the opening date. The award of this contract will be contingent upon the Bidder satisfying that a goal of 25% minority business participation has been considered in the Bidder’s Proposal with evidence provided. Non-resident Bidders must attach a copy of their resident state’s current laws regarding treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of $50,000.00, payable to the Columbus Light and Water Department, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of $50,000.00, or as otherwise stipulated in the bidder’s proposal. Bid documents are available via original paper copy and must be purchased through the designated website. Disadvantaged and women’s business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Columbus Light and Water Department reserves the right to reject any and all bids and to waive any informalities or irregularities therein.
