Furnishing all labor, materials, equipment, and executing all work necessary for the construction of a Carbon Reduction Program project for pedestrian lighting along the east bank riverwalk, between W. Centerway and E. Milwaukee Street. This includes approximately: 350 SF of concrete removal, removal of 28 existing light poles and fixtures, removal of 2000 LF of electrical wiring, installation of 26 new light poles and bases, new lighting fixtures, 350 SF of concrete replacement, 320 LF of trenching and new conduit, 2000 LF of new electrical wiring, new electrical cabinet, a new photocell, and grass restoration. All work must comply with specific terms and conditions set forth by federal and state agencies providing grant assistance for this project. All bids must be submitted electronically. Bidders must have an Affirmative Action and Equal Employment Opportunity policy, and submit a sworn affidavit stating no collusion related to the bidding. The prime contractor must perform at least 30 percent of the contract amount with its own organization. A certified check or bid bond equal to 10 percent of the bid must accompany each bid as a guaranty that the bidder will execute the proper contract and performance bond if awarded. Bids shall comply with the contract documents' Section 2 'Information to Bidders'. The project is funded in part by Federal funding through the Carbon Reduction Program administered by the Wisconsin Department of Transportation. Federal Wage rates are required for the project. No bidder may withdraw their bid within 45 days after the date of the bid opening.
