The scope of work includes the pre-construction dye testing, jet cleaning, root cutting, CCTV inspection, and locating of existing gravity sewers and service laterals; rehabilitation of approximately 3,000 linear feet of gravity sewer by cured-in-place pipe (CIPP) lining; service lateral reinstatement and repair; manhole adjustments and rehabilitation; rehabilitation of approximately 3,000 linear feet of existing sanitary sewer forcemain by CIPP lining, including pressure testing and CCTV inspection; exploratory investigation; decommissioning and bypass pumping of the lift station during construction; and all necessary appurtenances and restoration for said construction. An add alternate will be considered for manhole adjustments and select roadway restoration along Chapel Road. The Center Township Sanitary Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Center Township Sanitary Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Center Township Sanitary Authority has received all required approvals from other governmental agencies. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Center Township Sanitary Authority to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Center Township Sanitary Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
