Planning, engagement, survey, site design, environmental, permitting, and limited construction administration services for a new 3.12 acre waterfront park along the eastern shore of Muskegon Lake. Scope of Work The following scope items are not intended to be an all-inclusive list, but to provide specific information scope that will help prospective firms to understand the breadth and depth of the project as envisioned by the City. Work with City staff to create a vision for the Third Street Wharf property and surrounding resources. Create a small number of concepts to help explain the vision. Work with the City's Community Engagement team to engage with the public on their vision for the park. As a part of this effort, use the developed concepts to create reasonable expectations around budget limitations. Include key stakeholders and partner agencies in these efforts. Survey as needed to establish site features, topography and boundaries. This may include survey of near-shore lake bottom as necessary for any deck or dock foundations. Advise the City on its rights, responsibilities, and risks associated with the restrictive covenant(s) on the property, and provide a design that is consistent with the covenant(s). Perform geotechnical and other investigations as needed to support design, environmental work, permitting, etc. Lead coordination efforts with partner agencies and utilities, including with DTE regarding its remediation and monitoring efforts on the property. Prepare and obtain all necessary permits and easements for the project (excluding the base property described in the exhibit), including but not limited to Parts 301 and 303 as applicable, USACE permitting for any in-water structures, and any other applicable environmental permitting. Assist the contractor in obtaining soil erosion permitting from Muskegon County, any necessary building permits from SafeBuilt (the City's building department), and any other permits that may be necessary. The City would like to explore a small restroom facility on the park property if budget allows, but recognizes that many factors may contribute to this decision. For the purposes of this proposal , include services for investigation only, including a preliminary location within the concepts and associated budget. The final design of utilities and the architectural and MEP designs should not be included at this time. An architectural subconsultant and any MEP subconsultant(s ), if necessary due to a proposing firms capabilities, should be included with the project team in anticipation of a successful investigation. Development of complete plans, specifications and construction contract for the waterfront park development project. Assistance in solicitation of bids for the construction of the project. Construction observation and administration services should be limited to the following items, as the City has staff that may be available for observation and administration: Administer a preconstruction meeting Provide staking as requested by the City and Contractor Include 40 hours of technical assistance (project engineer level) for questions, submittal reviews and possible revisions.
