Site work and paving for a civil project in Lake La, California. Conceptual plans call for site work for a road / highway; and bridge / tunnel.

The City is seeking SOQ from qualified consultants to perform environmental services including, but not limited to, review of the approved Final EA with FONSI and performing technical studies as may be required for NEPA/CEQA Revalidation for the Rancho Vista Boulevard Grade Separation Project. One of the high priority projects in the City’s Capital Improvement Program (CIP) is the Rancho Vista Boulevard Grade Separation Project. This project will construct a railroad grade separation of Rancho Vista Boulevard at Sierra Highway and the existing at-grade crossing of Metrolink and UPRR and proposed CHSRA tracks. The grade separation will consist of a bridge over Sierra Highway and existing and future tracks, two connector ramps in the northwest and southwest quadrants of the Rancho Vista Boulevard and Sierra Highway intersection, and a westbound Rancho Vista Boulevard to northbound Sierra Highway slip ramp. See Exhibit “B” for reference. The project will widen Rancho Vista Boulevard from Fairway Drive to 10th Street East from four to six lanes; construct auxiliary lanes; install raised concrete medians, curb and gutter and sidewalks where missing; construct Americans with Disabilities Act (ADA) compliant curb access ramps; install street lighting; install landscaping and irrigation improvements; construct drainage improvements; relocate utilities; signing and striping. A Class 2 bike facility will be constructed along this corridor. The project will also widen Sierra Highway from four to six lanes from approximately 400 feet north of Avenue O-8 to Technology Drive; construct auxiliary lanes and raised concrete medians; construct curb and gutter and sidewalks along the west side; construct ADA-compliant curb access ramps; install street lighting; install landscaping and irrigation improvements; construct drainage facilities; signing and striping. The overcrossing will allow construction of the section of the multi-use trail across Rancho Vista Boulevard that will connect both ends of the existing trail making it continuous from Technology Drive to Columbia Way. Other improvements include widening of Avenue P-8 approximately 300 feet west of Division Street to Sierra Highway, widening of 3rd Street East from Rancho Vista Boulevard to 300 feet south of Avenue P-8 and construction of a new section of 4th Street East from 3rd Street East to the east then curving south toward Technology Drive. These improvements will enhance safety, reduce traffic congestion, and improve circulation and operations of vehicles, bicycles, pedestrians, and train traffic. A Final Environmental Assessment (EA) with Findings of No Significant Impact (FONSI) (Exhibit “C”) for this project was approved in September 2011; however, because the environmental document is more than three (3) years old, a National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) Revalidation is required. Final design of the Project is at the 95% completion level. The Consultant shall prepare and conduct three (3) community outreach meetings and attend one (1) City Council Meeting.
