The contractor shall furnish all labor, material, and appurtenances required to perform comprehensive rodent post-infestation cleanup, biological waste remediation (including carcasses, droppings, and nesting material), and targeted disinfection services for the designated facility, restoring the environment to a safe, sanitary, and hazard-free condition fit for human occupancy in accordance with the Performance Work Statement. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Bioremediation Services. Bidders are instructed to submit quotes electronically, organized into three volumes: Technical (including a detailed decontamination work plan and personnel qualifications & safety), Past Performance, and Price. The technical proposal must include a step-by-step narrative for executing the required tasks, specifically addressing the establishment of negative-pressure ventilation, methods for saturating and removing biohazard materials without aerosolizing pathogens, HEPA vacuuming and clean-then-disinfect process, and methods for tracking and logging rodent carcasses. All requirements in the Performance Work Statement must be met.
