Renovation of a mixed-use development in Los Angeles, California. Completed plans call for the renovation of a medical facility.
VA Greater Los Angeles Healthcare System is seeking a contractor to remove and replace the pressure reducing valve station at Building 200 of the VA Sepulveda Ambulatory Care Center. The scope includes removal and replacement of the existing steam regulators, steam trap assemblies, associated piping, and fittings with new Armstrong GP-2000 Carbon Steel steam regulators, Armstrong drip trap assemblies, Titan Y-strainers with blowdown, Quadax isolation valves, and all related components. The contractor will isolate the steam and condensate system, remove old parts, install new equipment, reconfigure piping for improved serviceability, insulate new piping, label it with media type and flow direction, and perform pressure testing and start-up checks to ensure proper system operation. All equipment must be brand name or equivalent and either forged or cast steel (no cast iron). Work must comply with VA safety protocols, OSHA requirements, and hot work permit requirements. The contractor is required to minimize disruption to building operations, including phased weekend work, and complete all work within a 90-day period. Contractor personnel must meet VA background check requirements if they require access to VA computer systems. Request for Information (RFI) should be submitted via email no later than 2pm PST Monday, July 20th, 2026, to ositadima.ndubizu@va.gov This project consists of the removal and replacement of Pressure Reducing Valve Station at VA Sepulveda Building 200. The existing parts will be replaced with new Armstrong GP-2000 Carbon Steel steam regulators, along with associated steam traps, piping, and fittings. We will also be installing a new Quadax isolation valve on the station. Contractor must be able to provide this brand name or equivalent equipment if it meets the specifications attached to the solicitation. The equipment must be either forged or cast steel (no cast iron) Equipment to be Installed in Building 200 (2) Armstrong Steam Regulators (2) Globe Valves, Carbon Steel 2) Titan Y-strainers with Blowdown (2) Armstrong Drip Trap assemblies (2) Quadax Isolation Valves, Carbon Steel All new pipes, valves, and fittings to replace outdated or corroded components and improve system accessibility. Contractor must perform the following tasks: a. Demolition Isolate steam& condensate system at the point of connection. Disconnect existing steam pressure regulators assemblies, steam trap assemblies, and associated piping. Remove old parts and related components from the site. b. Installation Install two new Armstrong GP-2000CS Steam Pressure Regulators Install two new Globe Valves on bypasses, carbon steel Install two new Titan Y-strainers with blowdown, carbon steel Install two new Quadax Butterfly Quad Gate Valve FLG 150 Carbon Steel/Stainless Steel Gear Operated Install two new Armstrong TVS-4000 with 2011 Drip steam traps. Replace and reconfigure piping, valves, and fittings as necessary to improve layout for serviceability. Ensure all new components are installed to manufacturer specifications and in accordance with applicable codes and VA standards. c. Sequencing & Phasing Phase 1 (Weekend work): Install first steam pressure regulator assembly and minimize disruption to building operations. Phase 2 (Weekend work): Install second steam pressure regulator assembly and minimize disruption to building operations. d. Insulation / Pipe Labeling Insulate all new piping with 1.5" thick fiberglass insulation and aluminum jacketing Label all new piping with media type and flow direction Insulation install should take 1 - 2 days to complete e. Testing & Start-Up Perform pressure testing on all new piping. Verify operation of both steam pressure regulators and steam trap assemblies. Check system for leaks, proper flow, and pressure setpoints. f. Safety & Compliance Follow all VA safety protocols, OSHA requirements. Maintain clean work areas and always ensure safe access routes
