Renovation of a multi-residential development in Modesto, California. Completed plans call for the renovation of a multi-residential development.
The scope of work includes the repair and improvement of residential properties to correct health, safety, and code deficiencies, extend the useful life of homes, and improve overall living conditions for low- to moderate-income households. Work may involve roofing, plumbing, electrical, HVAC replacement, water heater upgrades, window and door replacements, accessibility modifications, structural and code corrections, interior and exterior repairs, and other tasks necessary to bring homes into compliance with local and federal housing standards. Contractors must perform work according to city standards, building codes, federal program requirements, and project guidelines, ensuring adherence to specifications, timely completion, and professional communication. Instructions to bidders: - Contractors must hold a valid California Class "B" General Building Contractor license at the time of bid submission and maintain it throughout the project. - Contractors must maintain insurance coverage in accordance with city standards, including general liability, workers' compensation, and automobile liability insurance, with proof submitted through the Public Improvement Notification System (PINS) prior to contract award. - Bidders are strongly encouraged to attend the mandatory bid walk and verify existing site conditions before submitting a proposal. Submission of a bid acknowledges review of site conditions, access limitations, field measurements, constructability factors, and project requirements. - An Engineer's Estimate will not be released; bidders must independently determine pricing based on scope of work, site verification, and industry standards. - Bids must be within 15% of the Housing Rehabilitation Specialist's cost estimate, as per city policy. The city may reject unreasonable, non-responsive, or non-compliant bids. - The project is not subject to prevailing wage requirements.
