Renovation of a military facility in Lakehurst, New Jersey. Completed plans call for the renovation of a military facility.

Repair and replace the roof on building 99 in support of the Prototype Manufacturing and Test Department at Naval Air Warfare Center - Aircraft Division, Lakehurst. Bidders must be small businesses as defined by the applicable NAICS code. All interested bidders must attend the mandatory site visit and provide all elements of the statement of work as described in Attachment 001 of the solicitation. Only quotations offering the full scope of work will be considered eligible. Award will be made to the lowest priced responsible offeror determined eligible. All deliverables must comply with applicable FAR and DFARS clauses, including limitations on subcontracting, cybersecurity requirements, and shipping must be FOB destination CONUS. Proposals must be firm-fixed-price and address all items in the solicitation. All questions regarding this effort should be addressed to Eric Daly at eric.m.daly6.civ@us.navy.mil. The Contractor shall provide all labor, materials, equipment, and supervision. 2.1 Phase 1: Mobilization & Demolition o o o Setup staging areas as approved by the Technical Operations Lead. Full removal and legal off-site disposal of the existing failed membrane. Maintain the building in a watertight condition throughout the process. 2.2 Phase 2: Deck Preparation & Inspection o o Clean and inspect the existing roof deck (approx. 2,290 sq. ft.). Report any structural rot or corrosion to the Technical Operations Lead immediately. 2.3 Phase 3: Insulation & Cementitious Substrate o Install new Polyisocyanurate (Polyiso) insulation to meet UFC thermal resistance (Rvalue) requirements. o Mandatory Requirement: Install 1/2" Cementitious Roof Board (e.g., USG Securock or National Gypsum DEXcell). 2.4 Phase 4: Membrane Installation o o Install a multi-ply Modified Bitumen system (Base and Cap sheets). Installation must be fully adhered to manufacturer specifications for maximum wind uplift resistance. 3. MATERIAL LOGISTICS & LEAD TIMES o Staging Requirement: The Contractor is required to have all cementitious boards onsite or in a local staging area before beginning the tear-off of the failed membrane to mitigate "open roof" risks. o Base Access: Delivery drivers must be DBIDS cleared or escorted. The Contractor must coordinate with local distributors (e.g. , Kamco, ABC Supply) at least 72 hours in advance. 4. PROCUREMENT & COMPLIANCE Compliance: All work must adhere to UFC 3-110-03 (Roofing), EM 385-1-1 (Safety), and the Davis-Bacon Act. o Warranty: Minimum 20-year No-Dollar-Limit (NDL) manufacturer warranty and 2-year contractor workmanship guarantee.
