Site work, environmental remediation and renovation of a multi-residential development in Fort Covington, New York. Completed plans call for the renovation of a multi-residential development; for site work for a multi-residential development; and for environmental remediation for a multi-residential development.
The Saint Regis Mohawk Tribe is soliciting proposals from qualified contractors to provide all labor, supervision, equipment, tools, supplies, transportation and incidentals necessary for the structural, thermal, moisture protection and environmental mitigation for Residential Flood Repairs to five (5) Akwesasne, New York, residential locations within the SRMT jurisdiction. Location A - FRRP-016 - 674 CR 1 , Fort Covington, NY Location B - FRRP-011, 8 Pyke Road, Akwesasne, NY Location C - FRRP-012 - 103 McNeil Road, Akwesasne, NY Location D - FRRP-013- 69 Helena Road, Akwesasne, NY Location E - FRRP-002- 233 State Rt 37, Akwesasne, NY Bid Note- SRMT reserves the right to accept Proposals received after the closing date and time but is under no obligation to evaluate. Proposals will NOT be publicly opened. Question Deadline 07/31/2026 at 3:30 PM ET All questions, comments and other communications relative to this RFP are to be submitted, in writing, five (5) calendar days prior to this proposal closing date and time. Women Business Enterprises and Veterans with Disabilities Business Enterprises shall be given a 5% preference rating. Minority Business Enterprises and Veterans Business Enterprises shall be given a 3% preference rating. 01-01 Mobilization Bring all tools, equipment, and crew needed for the job. 01-02 Site Protection Cover floors if entering the home. Protect siding, decking, and walkways. Keep work areas neat and safe. 0103 - Dumpster & Site Sanitation (Contractor Provided) Contractor must provide their own dumpster (10-15 yd typical) including delivery, rental, pickup, and tipping fees. SRMT does not supply dumpsters or porta potties. Allowed: construction debris generated by this SOW only. Not allowed: household garbage, personal items, or hazardous waste. Contractor shall keep the site clean, load debris property, and provide disposal receipts at closeout. 01-04 Debris Handling Carry debris to dumpster. Keep site broom-clean daily Repair/replace up to 60 LF of existing gutter and downspout system to properly collect and shed roof runoff away from the structure and the basement stair bump-out, a documented floodwater concentration area. Work is intended to reduce exterior water accumulation and mitigate repeat water intrusion in a known flood entry point at the perimeter of the foundation. Existing Conditions Existing metal gutter system is damaged, unlevel, and doesn't keep roof runoff away from structure at the rear of the house where the valley is located. Extent of Work 1. Repair, re-pitch, and secure up to 40 LF of existing gutter along rear elevation and garage roofline. Replace up to 20 LF of damaged gutter in-kind to restore function. 2. Furnish and install six (6) downspout extensions (minimum 6 LF each) to direct water away from the foundation and stair bump-out. 3. Ensure all discharge locations promote positive drainage away from structure. Limits & Controls Work limited to 60 LF total repair/replacement. No roof, fascia, or structural work included. No system upgrades or redesign. OP-01 Infill (1) Window Opening Remove one (1) existing window assembly that experienced water intrusion and damage during Tropical Storm Debby and permanently infill the opening to eliminate a known flood and water intrusion pathway. Existing Condition Existing ~30" x 60" casement window is water-damaged and no longer seals, allowing air and water intrusion. Due to its location (eave), current exterior conditions (trees), and exposure to storm and flood conditions, replacement of the window would eliminate the underlying risk of future water infiltration. Permanent infill of the opening is therefore essential to eliminate a known and recurring water intrusion pathway. Extent of Work 1. Remove existing window and infill opening to match existing wall assembly. 2. Frame opening, install insulation, exterior sheathing, WRB, flashing, and siding to match existing. 3. Install interior drywall; tape and finish ready for primer. 4. Apply one (1) coat of primer/sealer. Interior finish paint is the responsibility of the homeowner. Limits & Controls o Work is limited to the opening infill of one (1) window opening only. Window is not required for code-compliant egress; removal does not reduce life-safety or habitability. Scope is limited to flood mitigation and hazard elimination only; no cosmetic upgrades included Existing Conditions Existing sump pump discharge line is black polyethylene piping which is not appropriate for permanent sump pump discharge applications and restricts proper system performance. Extent of Work 1. Remove the existing black Polyethylene sump discharge line from the pump to the wall. 2. Install up to 15 LF of new Schedule 40 PVC discharge piping sized to match existing piping and existing wall penetration. 3. Install a clear-body union check valve (Zoeller(R) #30-0242 or approved equal or better); viewable from inside basement. 4. Solvent-weld (glue) all fittings; no flex connectors, corrugated allowed or polyethylene piping allowed. 5. Route new rigid discharge line through existing concrete block wall penetration. 6. Connect the new PVC line to the new buried discharge line located just outside window, see TASK #7. 7. Test the sump pump and check valve to confirm proper flow and operation. Limits & Controls PHOTO: Existing Sump pit and discharge line. o Work is limited to discharge piping and check valve installation only. All piping shall be rigid PVC; no polyethylene, corrugated, or flexible piping permitted. Contractor shall coordinate discharge piping installation with sump pit work. New piping size shall not be reduced from existing and shall meet sump pump manufacturer requirements. Contractor to verify field conditions prior to work.
