Currently, this portion of Town of Busti Water District No. 7 does not have municipal service, forcing all residential, commercial, and Town-owned facilities to rely on private groundwater wells. The Chautauqua County Department of Health strongly supports this project, noting that many local wells fail to meet NYSDOH standards due to recurring contamination and poor water quality. The action involves connecting this portion of Water District No. 7 to the Jamestown Board of Public Utilities (BPU) system. The project will also involve the installation of new water main, construction of a new water storage tank, and upgrades to an existing pump station. The project is located along Lawson Road, Mill Road, and Busti-Sugar Grove Road in the Town of Busti, New York. The proposed project will include various upgrades to the Town of Busti s existing water district. Improvements may involve water main installation, water source and treatment improvements, locating and developing an additional water source, water meter replacement, controls/monitoring system upgrades, and various other water system improvements. Water main is anticipated to be installed within mapped 100-year floodplains located along Lawson Road and Busti-Sugar Grove Road. The installation of this water main is anticipated to result in the temporary disturbance of 0.5 acres of floodplains, which will all be restored to pre-construction conditions following installation of the water main. The project is not anticipated to have any permanent impacts to floodplains. The proposed project will take place at the site of a new water storage tank on Orr Street and along various roads including Mill Road, Lawson Road, and Busti-Sugar Grove Road within the Town of Busti, Chautauqua County. Town of Busti has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: existing water main already intersects the floodplain, there is no alternate route for water main installation, and all areas with water main will have temporary disturbance and restored to pre-construction conditions after project completion. The project will be constructed in compliance with state and local floodplain protection procedures and regulations. Town of Busti has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: the area will be temporarily disturbed during construction and returned to pre-construction conditions after the project. There will be no permanent impact to floodplains as a result of this project. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
