The fencing solution must successfully bridge the gap between the existing perimeter fence and the mean low water line, ensuring installation security while withstanding a harsh, dynamic marine environment. The contractor shall propose and install a fencing solution that connects to the preexisting perimeter fence line on the northeast corner of the installation. The new fence section will run down the sandy beach and extend into the water to the mean low water mark, covering an approximate total distance of 45 feet. Rather than issuing a prescriptive, rigid design , the Government is providing this statement of objectives (SOO) to allow industry experts to propose innovative, durable, and cost-effective structural and marine engineering solutions that satisfy the performance and security specifications outlined below.
