Site work and new construction of a water / sewer project in Salt Lake City, Utah. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

Construction management and general contractor services including pre-construction and construction for the relocation and resiliency improvement of the UTA Trunkline A, involving utility infrastructure upgrades. As noted in Section 1 and more fully described in Attachment B Scope of CM/GC Preconstruction Services, the CM/GC will provide preconstruction and, if authorized under an executed CM/GC Construction Services Agreement and written notice to proceed, construction services, as follows: Preconstruction Services Develop the Project Management Plan and attachments including a Project Risk Management Plan, Packaging/Phasing Plan and Subcontracting Plan Attend Project meetings and workshops Review and finalize the General Conditions for the Project and a CM/GC Construction Services Agreement incorporating the material terms and conditions substantially in accordance with AIA(R) Document A201(R) - 2017 General Conditions of the Contract for Construction together with project-specific terms developed as the design, construction packages, schedule, and GMP are finalized Perform constructability reviews, biddability reviews and value engineering, on design development submittals in conjunction with the District and Design Professional. Prepare and maintain a Project cost model and submit detailed, open-book cost estimates as the design is advanced. Prepare and maintain a Project schedule and submit updates as the design is advanced. Identify Project permitting requirements and determine when certain permitting activities should be initiated. Submit and negotiate one or more GMP Proposals, as requested by the District, for the District's consideration in accordance with the Preconstruction Services Agreement Construction Services--if authorized under an executed Construction Services Agreement and written notice to proceed Construct the Project. Secure necessary construction permits. Mitigate Project risks. Procure and manage equipment and subcontractors in accordance with the Utah Procurement Code, the District's Purchasing Policy and Procedures, and the Construction Services Agreement. Self-perform portions of the Project scope only as approved by the District and in accordance with the Construction Services Agreement and applicable procurement and pricing requirements. Conduct startup, commissioning and performance testing. Provide or coordinate operator training, if necessary, on new equipment. o Provide warranty coverage for constructed work. Mt. Olympus Improvement District (District) is requesting Proposals (RFP) from qualified Construction Manager / General Contractor Services firms with the experience and expertise to provide pre-construction services and, if a guaranteed maximum price (GMP) is successfully negotiated, construction services for the Utah Transportation Authority (UTA) Trunkline A Relocation Project (Task Order #1) and Trunkline A Resiliency Project (Task Order #2). Work on the two projects is tracked under separate tasks (TO#1 & TO#2) to accommodate District accounting needs, but it is the District's preference for all improvements to be constructed under one CM/GC. This Request for Proposals (RFP) is being released to solicit preconstruction and possible construction services in accordance with the guidance set forth in the RFP. Question Deadline 08/19/2026 at 5:00 PM MT This RFP will be posted on the State of Utahs Procurement portal Achieve substantial completion of the Project by February 25, 2028 Anticipated Work for Package 1 (UTA TRUNKLINE A RELOCATION PROJECT (TASK ORDER #1): a. Approximately 489' of 42" diameter pipe (material to be finalized) trunk sewer via open-cut in a tight working area alignment parallel to the existing UTA tracks and 20 ' away from the location of the future new UTA tracks. b. Approximately 50' of 60" diameter steel casing via open-cut in a tight working area alignment perpendicular to the existing UTA tracks. The new casing is to be connected to an existing 60" diameter casing at the edge of existing UTA tracks, creating an extended casing that will be under the new parallel UTA track. c. Approximately 26' of 42" diameter pipe (material to be finalized) carrier pipe trunk sewer in a tight working area alignment installed inside the 60" diameter casing extension and connection to existing 42" diameter line inside that casing. d. Approximately 50' of 8" diameter pipe (material to be finalized) local collector sewer via opencut in a tight working area alignment parallel to the existing UTA tracks and roughly 20' away from the location of the future new UTA tracks. e. Poured-in-place or pre-cast concrete (construction method and lining material to be finalized) tiein connection to new parallel Trunkline A at the end of 60" diameter casing. f. Poured-in-place or pre-cast concrete (construction method and lining material to be finalized) tiein connection to existing Trunkline A. g. One extended duration (estimated three months) sewer bypassing of existing Trunkline A (~2 MGD) during construction of parallel line. h. One short duration (estimated two weeks) sewer bypassing of existing 8" diameter sewer lines (~ 1/2 MGD) when constructing and connecting pipe under tracks (60" diameter casing and carrier 42" diameter pipe) to existing and new alignment. i. Four 72" diameter FRPM or Pre-Cast Concrete with FRPM Liner sanitary sewer manholes. j . Two 48" diameter FRPM or Pre-Cast Concrete with FRPM Liner sanitary sewer manholes. k. Overexcavation of pipe bedding if subgrade is found to be insufficient. 1. Restoration and construction of betterments UTA frontage and private properties between existing tracks and private properties after use of area for construction activities (storm drain infrastructure, grading, fencing, striping, etc.) m. Stormwater pollution prevention (SWPP). n. Groundwater management, including water pollution control and stormwater pollution prevention, as required for open-cut gravity pipe installation, cast-in-place structures, and manhole construction, including any treatment, handling and disposal in accordance with applicable permits and regulations. o. Clearing of UTA Right-of-Way and private properties prior to commencement of construction activities. p. Completion of post-construction testing and video inspection of the trunk line and manholes/structures. q. Performing public relations and outreach activities during construction. r. Permitting, traffic control, planning and implementing detours, surface restoration, etc. S. UTA Monitoring of activities under UTA tracks. t. UPRR RailPros Monitoring of activities within 30' of their Right of Way. u. Permitting fees for work (CVWRF, UDEPA, UPRR, UTA, etc.) v. Contaminated soil testing, onsite management and disposal. (None has been identified to date, but a contingency to address this potential will be included.) w. Special inspection and testing. Anticipated Work for Package 2 TRUNKLINE A RESILIENCY PROJECT (TASK ORDER #2): a. Approximately 1,270' of 60" diameter steel casing and 42" diameter Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe diversion trunk sewer under UDOT, 3096 Davis Street / street frontage, UTA and UPRR via trenchless construction (anticipated to be microtunneling or other tunneling method determined based on geotechnical conditions). b. Up to three watertight launching and receiving shafts(s) for trenchless work. c. Approimately 468' of 42" diameter FRPM Pipe diversion trunk sewer under the Central Valley Water Reclamation Facility (CVWRF) composting facility drying and processing area via opencut construction from trenchless shaft to new junction structure. d. Poured-in-place concrete tie-in connection structure in CVWRF composting facility. e. Poured-in-place concrete tie-in concrete diversion / tie-in structure in street in front of 3106 S 400 W. f. One limited duration (estimated two weeks) sewer bypassing of existing Trunkline A (~ 10 MGD) during tie-in of new line to concrete diversion / tie-in structure in street in front of 3106 S 400 W. g. Three 72" diameter FRPM or Pre-Cast Concrete with FRPM Liner sanitary sewer manholes. h. Overexcavation of pipe bedding if subgrade is found to be insufficient. i. Restoration and construction of betterments at 3096 S. Davis and 3106 S 400 W private parcels after use of area for construction activities (pavement reconstruction, storm drain infrastructure, grading, fencing, striping, etc.) j . Rehabilitation / replacement of impacted CVWRF composting drying bed air system piping and valving. k. Replacement of impacted CVWRF reinforced concrete composting drying bed work area. 1. Stormwater pollution prevention (SWPP). m. Groundwater management, including water pollution control and stormwater pollution prevention, as required for trenchless construction entry/exit shafts, open cut gravity pipe installation, cast-in-place structures, and manhole construction, including any treatment, handling and disposal in accordance with applicable permits and regulations. n. Restoration and construction of betterments at construction of asphalt concrete maintenance and pedestrian access path. o. Clearing of Public Right-of-Way prior to commencement of construction activities. p. Completion of post-construction testing and video inspection of the trunk line and manholes/structures. q. Performing public relations and outreach activities during construction. r. Permitting, traffic control, planning and implementing detours, surface restoration, etc. S. UTA Monitoring of activities under UTA tracks. t. UPRR RailPros Monitoring of activities under UPRR tracks and within 30' of their Right of Way. u . Permitting fees for work (CVWRF, UDEPA, UPRR, UTA, etc.)
