The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 28, 2026, at 10:00 AM at the Region Five/District Eight Office in Collinsville. The department anticipates this project may be delivered using the Construction Manager/General Contractor (CMGC) delivery method as defined in the Department's Innovative Project Delivery (IPD) Manual and Guidelines. The Consultant will be required to provide Phase III engineering services in the role of Construction Oversight Team (COT). Refer to the IPD Manual and Guidelines for defined roles and responsibilities under the Construction Manager/General Contractor delivery method.
