The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 22, 2026, at 1:00 PM at the Region One/District One Office in Schaumburg. Phase I engineering services are required for various projects to provide specialized environmental services that support the completion of Phase I studies and the preparation of contract plans. Services include environmental tasks related to historic and architectural resources, including historic resource identification, determinations of National Register eligibility, assessments of effect, and resolution of adverse effects in accordance with Section 106 of the National Historic Preservation Act of 1966, as amended, and the Illinois State Agency Historic Resources Preservation Act (Public Act 86-707). The Consultant shall provide personnel meetings with the Secretary of the Interior's Professional Qualification Standards for Architectural History and prepare specialized technical reports for architectural and historic resources. Additional services include the preparation of wetland delineations, noise analyses and noise analysis reviews, as well as other specialized environmental studies necessary to support the department's Phase I project development process.
