The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 22, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. A Project Manager (PM) Consultant is required to perform Phase I engineering services for the management of several projects including but not limited to I-90/94 from Ohio Street to 31st Street and I-290 at I-355 and at Spring Brook. The I-90/94 study is being conducted in accordance with the Statewide and Metropolitan Planning Regulation 23 CFR 450 and other FHWA policy on the PEL process. This process allows early planning-level decisions that consider environmental, community, and economic goals that can be carried forward to accelerate future National Environmental Policy Act (NEPA) activities. Work is anticipated to also include environmental assessments under contract with other Consultant engineering firm(s). The PM will be expected to perform work similar to an IDOT Project Manager and Staff and may also include Program Development Training. Key staff from the PM Consultant may be expected to work in the District Office several days a week. All work for this project will be in English units.
