The Complexity Factor for this project is 0 The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 20, 2026, at 1:00 PM at the Bureau of Design & Environment Office in Springfield. This project requires specialized technical services to perform both routine and expedited noise and/or vibration analyses for transportation projects across the state, as well as the review of technical noise or vibration studies and NEPA documents prepared by others. It also is expected to include providing expertise regarding transportation noise or vibration-related issues to IDOT District and Central Office staff, as needed. Work orders may involve various types of transportation-related noise and vibration assessments, including highway, transit, railroad, or a combination of modes. The services required may include the identification of sensitive noise or vibration receptors, which may include monitoring as well as traffic counts to determine the extent of noise and vibration impacts, as well as analysis and recommendation of potential abatement measures. All work shall be done using the most current Federal Highway Administration (FHWA) and IDOT policies and procedures for noise analysis and abatement. Use of the FHWA Traffic Noise Model (TNM) software program, Federal Transit Administration (FTA) noise and vibration impact guidelines, and Chicago Region Environmental and Transportation Efficiency Program (CREATE) noise and vibration methodologies are anticipated. This contract provides for specialized technical services to review reports from local agencies on funding of noise abatement walls and other mitigation plans. Noise monitoring activities including but not limited to model validation, construction noise monitoring, post-construction analysis of abatement performance, or in support of noise inquiry investigations are anticipated. Preparation of noise or vibration training materials and conducting noise or vibration training classes may also be required.
