Renovation of a military facility in Silverdale, Washington. Conceptual plans call for the renovation of a military facility.
Provide all labor, materials, equipment, software, programming, integration, supervision, and related services necessary to upgrade, replace, reprogram, and connect components of the Operational Technology (OT) environment supporting the Controls Systems Platform Enclave (CSPE). Work includes replacement of JACE-9000 series supervisory controller hardware and licenses, reprogramming and upgrading JACE controllers and network switches, and installing and connecting JACE controllers to monitor utility switchgear points. Services shall ensure compliance with operational and cybersecurity requirements for the existing Niagara 4 (N4) building controls environment. The requirement includes Task Set 1: JACE hardware and license swap; Task Set 2: reprogramming and upgrading JACEs and network switches at Building 7111; and Task Set 3: installation and connection of JACEs for utility switchgear monitoring. Special attention is required for the performance requirements identified in Sections 2.12, 2.13, 2.14, and 2.17 of the Performance Work Statement. Interested firms must be capable of obtaining Defense Biometric Identification System (DBIDS) access credentials for all assigned personnel and must not have received any CPARS ratings of Marginal or lower within the previous three years.
