Reference Number 0000432037 The primary goal of this project is to reconstruct aging infrastructure, and improve safety and operations for freight, single-occupancy vehicles (SOVs), and multimodal traffic within the limits of the Town of Wellington. It is expected; this project will meet this objective without impacting the nearby Box Elder Floodplain. It is important to note that this goal will initially be broken into two efforts. First, the selected firm will work with CDOT and Local Agencies to plan and select an interchange and footprint at I-25/CO 1 and 1-25 Frontage Roads. This initiative will address aging infrastructure and focus on comprehensively improving operations and safety of the interchange, while mitigating environmental, utility, right-of-way (ROW), and floodplain impacts. It will also consider and implement regional and local planning/development plans . This effort will set the project up for success regarding the CDOT Procedural Directive 1601.1 (PD 1601.0) process and FHWA'S Interchange Modification Request (IMR) or Minor IMR (MIMR). Second , the selected firm will work with CDOT and Local Agencies to design a dedicated separated grade pedestrian crossing at 1-25 between the Box Elder Creek crossing and the CO 1 interchange. This infrastructure is designed to bridge the physical gap and disconnect currently existing between Wellington's residential neighborhoods and its commercial zones. By establishing a safer crossing, the project will enhance local mobility, encourage multi-modal transportation, and foster a more cohesive, walkable community. CDOT will initially execute a task order for 30% Interchange Design and Planning, along with 100% Design for the Separated Grade Pedestrian Crossing . The Separated Grade Pedestrian Infrastructure project is expected to be a DBB delivery method . If the project delivery method changes to an innovative delivery method , the consultant role may change in accordance with the selected delivery method. CDOT will later execute a task order with the selected firm to provide design services as needed during the construction of the pedestrian infrastructure and/or advance the design of the Interchange to 100%. The Project delivery method and the consultant's role for the advanced interchange design will be determined at that time.
