Removals, excavation, water service replacement, plumbing, electrical, bituminous pavement, concrete walk, and concrete pavement. Question Deadline 09/08/2026 ALL QUESTIONS REGARDING THE CONTRACT DOCUMENTS SHALL BE DIRECTED TO THE OFFICE OF: Apex Engineering Group, Inc., Jonathan S. Olson, PE at 218-844-2580 or by email at Jon.Olson@ApexEngGroup.com . All questions must be received in writing or by email on or before seven (7) days prior to the bid opening. A. The Work under this Contract consists of the replacement of existing water service lines identified as lead or galvanized requiring replacement within the City of Park Rapids. B. The Work generally includes, but is not limited to: 1. The City has obtained, or will obtain prior or during construction, a Water Service Replacement Agreement for each affected property. These agreements define the City's commitments and obligations to the property owner that are applicable to the Contractor's Work. A copy of the standard agreement is included in the Contract Documents under Additional Articles. Copies of executed property-specific agreements will be made available to the Contractor upon request. The Contractor shall not enter private property until an executed Water Service Replacement Agreement is on file with the City. 2. The Contractor shall have the sole responsibility for coordination with individual property owners for access, scheduling, and completion of the Work. 3. The Contractor shall excavate, expose, verify, and documents existing water service lines. Coordinate with City representatives. 4. Contractor shall field verify the existing service material and determine replacement eligibility prior to commencing replacement activities. The Contractor is advised that some services or portions of some services identified for replacement may be determined to be non-lead or non-galvanized and therefore ineligible for replacement. In such cases, the service shall not be replaced . Upon submission of documentation and photographic evidence acceptable to the Engineer verifying the service material , the Contractor will be paid one Property Mobilization for that property. 5. Contractor shall inspect the existing electrical grounding system and provide modifications, as required, to maintain compliance with applicable electrical codes following replacement of the water service. 6. Contractor shall replace existing water service lines from the watermain to the curb stop, from the curb stop to the water meter within the structure, or a combination of both, as field confirmed by the Contractor for each property. 7. The City reserves the right to add or delete properties from the Contract during construction to maximize the use of available grant funding. Such additions or deletions shall not constitute a basis for adjustment of Contract unit prices or any claim for additional compensation. 8. Complete all interior plumbing modifications necessary to connect the replaced water service to the existing water meter, reset the meter, or install new City supplied meter. All plumbing work shall be performed by a plumber licensed in the State of Minnesota in accordance with the Minnesota Plumbing Code. 9. Televise all existing sanitary sewer services before and after water service replacement. The Contractor shall be responsible for repairing, at no additional cost to the Owner, any damage to sanitary sewer services resulting from the Work 10. Restoration of all disturbed surfaces, including turf, pavement, and interior concrete, shall be included in the Work. Refer to the sample Agreement in the Additional Articles section of these Specifications for a summary of City/Contractor and property owner responsibilities. Each property owner has executed or will be required to execute this Agreement prior to the Work
