Provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform preventative maintenance, inspections, software and firmware updates, controlled power outages, emergency inspection services, and optional major software version upgrades for the Physical Access Control System (PACS) at the Department of Veterans Affairs Veterans Benefits Administration Boston Regional Office. The contractor or subcontractor must be an approved reseller and manufacturer-authorized technician for Lenel systems for the duration of the contract. Services include quarterly inspections and maintenance of access control, video surveillance, intercom, intrusion detection, backup power, and related security system equipment; validation of equipment inventories, serial numbers, firmware and software versions, battery age, and warranty status; operational testing of access control doors, duress and panic buttons, and head-end equipment; system database backups; installation of software and firmware updates and patches; load testing of power supplies and backup batteries; cleaning, adjustment, and testing of system components; and manufacturer software technical support. The contractor shall provide detailed inspection and maintenance reports, perform two scheduled controlled power outages annually to validate system shutdown and restoration procedures, and provide emergency troubleshooting and inspection services on a 24/7/365 basis with service initiation within eight hours of notification. Emergency service reports shall document findings and provide itemized repair recommendations and cost estimates. Optional services include installation and configuration of Government-selected major software version upgrades for PACS equipment.
