Site work, new construction and renovation of a municipal facility in Albuquerque, New Mexico. Completed plans call for the construction of a municipal facility; and for the renovation of a municipal facility.

The City of Albuquerque Solid Waste Department is requesting proposals from all interested and qualified entities to build/modernize and operate a state-of-the-art materials recovery facility to Process Recyclable Materials collected commingled by the City ("Program Materials") and then market them as commodities The City of Albuquerque Solid Waste Management Department is requesting responses to this RFP from potential Offerors where the selected Offeror, also referred to as Contractor, shall site, design, build/modernize, own, and operate a state-of-the-art material recovery facility (MRF) to process Program Materials and sell them to endmarkets. The selected Offeror shall be responsible for performing all services as outlined in the specifications herein and shall provide and furnish all labor, materials, equipment, supplies, and vehicles for the proper execution and completion of processing the material received from the City. The capacity of the Offeror's equipment shall be capable of handling all current and projected tonnage the Offeror anticipates based on population growth (see Section 3.1.2). In addition, the City wants to understand the Offeror's plan to accommodate growth and changes in commodities during the duration of the contract. 3.1 Background. The City's Solid Waste Management Department collects approximately 3,000 tons of singlestream Program Materials (without glass) monthly from its recycling programs, which includes recyclables from curbside residential Collection, commercial collection (including multi-family dwellings), and drop-off sites. The City provides curbside collection of single-stream recyclables (without glass) to approximately 185,000 homes once weekly using 96-gallon carts. The City collects from 1,148 commercial properties (including multi-family dwellings) using 6-cubic yard lift bins, 96-gallon carts, and a few open-top roll-offs. The City also provides nine public drop-off sites for recyclables throughout the City (including glass). The current curbside and drop-off Program Materials include: Newspapers and magazines Junk mail and office paper (including phone books and hard-bound and paperback books) Corrugated Cardboard Brown paper bags Chipboard (including cereal boxes and paper egg cartons) Aseptic packaging (milk and juice cartons) Plastic bottles and tubs (# 1 - #7, excluding expanded polystyrene and flexible/film plastic) Rigid plastics (including toys and laundry baskets) Aluminum used beverage cans (UBC) Metal food and beverage cans Aluminum foil Aluminum pie pans Small Appliances Pots & Pans Mixed-color glass food and beverage containers are collected separately by drop-off only and are not part of the current recycling services agreement. Table 3.1 provides an average of monthly tons and total annual tons of glass received by the City for diversion for the last five years. The City understands that the current Program Materials list shall be re-evaluated to ensure it only includes currently Recyclable Materials, materials that can be recycled and have adequate markets (e.g., adding glass, removing items not currently considered Recyclable Materials).
