Description 1.1 This Project overhauls/refurbishes/rebuilds the Elliott E802100-1 steam turbine previously removed from service to bring it to OEM Specification located at the Olmsted County Waste to Energy Facility (OWEF) in Rochester, MN . 1.2 The OWEF is a waste-fired cogeneration power plant located in Rochester, Minnesota that is owned and operated by Olmsted County. The OWEF provides heating, cooling, electric power, and other utility services to a number of local buildings. The primary fuel for the OWEF is Municipal Solid Waste ( MSW), with natural gas and light fuel oil serving as backup fuels. 1.3 The OWEF consists of two (2) 100 ton- per-day and one (1) 200 ton - per-day MSW combustor boiler units of the mass-burn water-cooled wall design , three (3) steam turbine-generators, MSW receiving facility, ash handling systems , air pollution control equipment, necessary auxiliary installations, medium voltage equipment necessary to connect with the utility grid, and a natural gas fired backup boiler. 1.1 This OWEF has a series of steam-turbine-driven pumps. The turbine on one of these, E802100-1, was removed from a pump to convert the pump to be electrically driven . This turbine is designed for 159 BHP at a speed of 3550 RPM using 600 psig steam at 650F while exhausting at 60 psig. Steam inlet flow is modulated by a Woodward TG13 governor valve ( which is no longer available for purchase after 3/31/2026) . The turbine also has a mechanical overspeed trip. This turbine has been in service since 2009.
