Question Deadline 09/15/2026 at 11:00 AM PT questions via online portal. The City of Spokane, through its Planning Services Department (hereinafter "City") is initiating this Request for Information (hereinafter "RFI") to solicit informational Responses on Secured Bike Parking. The purpose is to assist with exploring and understanding the range of bike parking options and services available. This RFI shall not be interpreted as a replacement for a Request for Proposal (hereinafter "RFP"). The City may or may not move forward with an RFP. No contract will be awarded from this RFI. The City is committed to providing high quality active transportation facilities. With the implementation and soon completion of the 27by27 project, where the City is implementing 27 miles of bikeways by 2027, and the continued implementation of the City's Bicycle Master Plan, the need for secured bicycle parking facilities is expected to grow significantly over the next 10 years. According to the 2024 American Community Survey 5-year estimates, 32.1% of workers commute 15 minutes or less per day and only 0.7% of commute trips are taken via bicycle. The City believes that with proper implementation of active transportation infrastructure, including end of trip facilities, a significant portion of those short commute trips could be replaced with bicycle trips. If a future RFP phase occurs, the scope currently being considered includes the following: The City is looking for a qualified team to assist with the development and implementation of bicycle parking in the downtown area. This includes surveying current bicycle parking infrastructure, recommending types and quantities of bicycle parking across downtown, and planning for the implementation of the bicycle parking. Bicycle parking will include short-term and long-term parking solutions that meet the needs of people working, playing, and visiting. The City is open to considering app-based and fee-for service models for long-term parking solutions that are managed outside of City infrastructure. All bicycle parking will meet national and local standards for bicycle parking including APBP, AASHTO, and NACTO as required
