This section specifies the procedures for removal of lead-based paint/coatings and disposal of removed materials as part of the Phase 2 Various ADA Upgrades project at 121 Ellicott Street on the SUNY Erie City Campus in Buffalo, New York. Refer to the project documents as well as the survey report titled "Pre-Renovation Environmental Survey for Asbestos -Containing Materials, Lead-Based Paint, and Polychlorinated Biphenyls in Caulks/Sealants for the SUNY Erie City Campus Bathroom Upgrades Project Phase 2 at the Ellicott Street Building Revision 1" dated May 2026, prepared by Watts Architecture and Engineering for information regarding locations of work requiring disturbance of lead-based paint. The County of Erie has determined that a goal of six percent (6%) of the total contract value represents a fair share of SDVOB utilization, six percent (6% ) of the total contract value represents a fair share of minority business utilization and five percent (5%) of the total contract value represents a fair share of women's business utilization on each construction contract awarded. Acceptable achievement or progress, according to the program for construction contracts on County of Erie projects, toward the County of Erie's goal of 13.2% minority manpower utilization, and in addition, the County of Erie's goal for the utilization of women in the area of construction shall be in accordance with the U.S. Department of Labor's goal of 6.9%.
