Furnish and install integrated control system for heating plant including Boiler Burner Management Systems, Combustion Control Systems, Balance of Plant controls, and SCADA system integration, networking, testing, startup, commissioning, and operator training. The University at Buffalo ("University") is seeking a qualified Contractor to provide all labor, materials, equipment, engineering, programming, and services necessary to furnish and install a complete, fully integrated, and operational control system for the heating plant. The Work shall include, but not be limited to, the replacement and commissioning of Boiler Burner Management Systems (BMS), Combustion Control Systems (CCS), Balance of Plant (BOP) controls, and the Supervisory Control and Data Acquisition (SCADA) system. The Contractor shall be responsible for full system integration and networking, as well as all testing, startup, commissioning, and operator training required to ensure safe, reliable, and efficient plant operation The University is seeking proposals for the design, supply, integration, testing and commissioning of boiler burner management systems, balance of plant controls and a SCADA system for steam plant facility 2.1.1 Boiler Burner Management Systems (BMS) and Combustion Controls 2.1.1.1 The Contractor shall provide complete engineering and design for the Boiler Burner Management Systems (BMS) and Combustion Control Systems (CCS) in accordance with NFPA 85 and applicable NEC standards. 2.1.1.2 The system shall include fully integrated PLC-based controls, safety interlocks, and combustion strategies. 2.1.1 Panel Fabrication and Safety Systems 2.1.1.1 Provide two (2) UL508A-listed boiler control panels, including PLCs, HMIs, relays, field terminals, circuit protection, and associated instrumentation. 2.1.1.2 All wiring shall be labeled and installed per industry standards. 2.1.2 Control Functions and Safety Systems 2.1.2.1 Implement BMS and CCS functionality including: o Burner sequencing and flame monitoring Safety interlocks and master fuel trip (MFT) Cross-limited fuel/air control o Oxygen trim and draft control o Three-element drum level control 2.1.4 Installation and Integration 2.1.4.1 Remove existing control panels and install new systems, including all field wiring terminations and integration to plant systems. Ensure compatibility with dual-fuel operation (gas and oil). 2.1.5 Testing, Commissioning and Training 2.1.5.1 Perform factory acceptance testing (FAT), startup, calibration, combustion tuning, and safety verification. 2.1.5.2 Provide operator training and complete system documentation including schematics, narratives and interface mapping. 2.2 Balance of Plant (BOP) Control System 2.2.1 Design and implement a Balance of Plant control system to manage plant-wide operations including plant master control and load distributio 2.2.2 Provide one (1 ) UL508A-listed BOP control panel with PLC, HMI, network infrastructure and all required control components. 2.2.3 Process control function system shall include: Plant master firing rate control o Boiler lead-lag sequencing o o 2.2.4 2.2.5 2.2.6 Deaerator and condensate tank level control Feedwater and transfer pump lead-lag control Chemical feed system monitoring Field Integration: Integrate all plant instrumentation including pressure, flow, level, and temperature transmitters (4-20 mA and Ethernet-based signals). Installation, Startup and Training: Remove existing BOP panel , install new system, complete wiring, startup, calibration and operator training. Provide full documentation package and FAT validation. Supervisory Control and Data Acquisition (SCADA) System 2.3.1 System Supply and Architecture: Provide a complete SCADA system including iFix platform, historian, communication drivers, industrial workstation and peripherals. 2.3.2 Software Configuration and Development: Configure SCADA software to include: Real-time monitoring and control graphics o o Alarm management and event logging o Data historian configuration Reporting tools (XL Reporter) 2.3.3 System Integration: Integrate SCADA with all BMS and BOP systems using Ethernet/IP and Modbus protocols and convert legacy serial communications to Ethernet. 2.3.4 Installation and Commissioning: Perform on-site installation, system testing, startup and commissioning to ensure full operational capability. 2.3.5 Training and Documentation: Provide operator training and updated SCADA graphics, database configurations and system documentation. System Integration and Networking 2.4.1 Integrated Control Architecture: Develop a fully integrated control architecture linking BMS, BOP, and SCADA systems into a unified platform for plant-wide control. 2.4.2 Network Infrastructure: Provide industrial Ethernet network infrastructure, including switches, communication interfaces, and protocol configuration for reliable data exchange. 2.4.3 Communication Protocols: Implement communication using Ethernet/IP, Modbus TCP/RTU and other required protocols for seamless interoperability between systems. 2.4.4 Interface and Data Mapping: Develop and document complete I/O lists , interface maps , and data exchange structures between all subsystems and external platforms. 2.4.5 Cybersecurity and Reliability: Ensure system reliability through robust architecture, fail-safe design, watchdog monitoring, and adherence to industry best practices for industrial automation systems.
