Demolition, site work and new construction of a mixed-use development in Bangor, Maine. Working plans call for the demolition of a military facility; for site work for a military facility; for the construction of a 18,000-square-foot pre-engineered storage facility; and pre-engineered storage facility.
**As of December 22nd, 2025 , the owner has determined a prequalified list of construction managers. A timeline for the award has not yet been established.** The City of Bangor is soliciting proposals from qualified, responsive, and responsible firms to serve as Construction Manager and provide preconstruction and construction management services for the Bangor Central Kitchen project, located at 50 Cleveland Street. This project will involve the demolition of the existing 18,167-square-foot structure, formerly the Officer's Club on the former Dow Air Force Base and the construction of a new prefabricated metal building of approximately 18,000 square feet, designed to house a commercial kitchen incubator serving the Greater Bangor region. The building design is complete, and a project budget has been established. The Central Kitchen will support shared-use food production space, entrepreneurship, education, and community events. It represents a key public investment in local food infrastructure and small business development. The City is seeking a Construction Manager to oversee the full execution of the project, including demolition, site work, and new building construction, in accordance with the approved design and all federal and local requirements. The selected Construction Manager will be responsible for coordinating with City departments and the architectural team from Paul Designs Project to ensure efficient, compliant, and safe project delivery. This includes site safety and logistics, coordination of demolition and hazardous materials handling, and oversight of federal and state permitting processes such as NEPA, MDEP, and SLODA reviews. Construction is anticipated to begin in late Fall 2025, with completion targeted for Winter 2026. This project is funded in part by the U.S. Department of Housing and Urban Development (HUD) and the Northern Border Regional Commission (NBRC). As such, the selected firm must be prepared to comply with all applicable federal regulations, including procurement procedures, labor standards, environmental review, and documentation requirements. : It is mandatory that the pricing proposal and Bid Form shall be provided in a separately sealed envelope and clearly marked. Electronic submissions will not be accepted. All envelope submissions must be marked "Proposal No. P26-15: Bangor Central Kitchen". All submissions should reference "Proposal No. P26-15: Bangor Central Kitchen." Proposals will be publicly opened at the time stated in the Paul Bunyan Room, 1st Floor, 73 Harlow Street, Bangor, Maine A tabulation of all received proposals will be posted on online Question Deadline 10/10/2025 at 4:00 PM ET Any questions must be directed in writing to bids@bangormaine.gov. The City will provide a response by 4:30 P.M. on Friday, October 10, 2025. This response will be in the form of an addendum, accessible online. Notifications will be sent to those who have signed up to receive notifications at online. Notifications will be sent when new addenda are released. It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal, or requested proposal revision received at the City Purchasing Department after the time and date specified will be returned to the Proposer unopened or, if by electronic submission, deleted without being opened. The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the City. The City also reserves the right to request clarification of any details from the successful Proposer.
