Renovation of a fire / police facility in Bangor, Maine. Design plans call for the renovation of a fire / police facility.
As of October 29, 2025, a design firm has been selected. A timeline for construction has not yet been established. *Previous solicitation listed below for reference:* The City of Bangor is requesting Technical and Fee proposals from Professional Architectural firms to assist with assessing the Bangor Central Fire Station for building repairs and improvements. The existing building, constructed in 1970, is located at 289 Main Street. Bangor, Maine. The intent of the proposal is to identify critical systems that need repair or replacement and propose improvements to other existing systems. Submission of documents can be completed by: A. Emailing to bids@bangormaine.gov; or B. Hand Deliver to Customer Service, 73 Harlow Street, Bangor, ME; or C. US Post Office addressed to City of Bangor-Purchasing Department, 73 Harlow Street, Bangor, ME 04401; or D. All Other Delivery Services addressed to City of Bangor-Purchasing Department, 73 Harlow Street, Bangor, ME 04401. All submissions should reference "Proposal No. P26-06: Central Fire Station Building Assessment". Firms with additional questions after the pre-bid meeting are encouraged to contact Assistant Chief Andrew Emery at Andrew.emery@bangormaine.gov or submit them in writing to bids@bangormaine.gov by September 3, 2025. The City will issue a response to any questions or inquiries submitted in writing by the date above, on or before September 10, 2025. The response will be in the form of an addendum, which will be available on the City's website. Scope of Services All Architectural and Engineering services must be performed by, or under the direct supervision of, Architects and Engineers licensed to work in the State of Maine. The scope of services includes, but is not limited to, the following tasks: A. Review Existing Building Plans and Reports The selected Architectural Consultant will review the existing plans and reports of Central Fire Station to gain a thorough understanding of the building's layout, structural components, and both existing and proposed mechanical systems before considering any renovations. B. Meetings with Fire Staff The Consultant will include time to meet with fire staff to develop an understanding of departmental operations and living requirements in order to develop a plan. The selected firm will be required to provide all necessary materials to facilitate these meetings, as well as schedule and organize them within the proposed project schedule. It is expected that some meetings may be held remotely; however, some meetings will need to be conducted on-site to facilitate the project. The consultant shall provide a lump sum fee for additional remote and in-person meetings within their fee proposal. C. Building and Systems Evaluation As a result of the meetings, stakeholder input and building evaluation, the Consultant will develop a list of critical systems that require immediate repair or replacement, a list of items that will need to be replaced or repaired within the next two to three years, and a list of items that will need to be addressed but can be place in a five to seven-year capital budgeting plan. This list will also include recommendations for addressing the items identified. D. Living and Sleeping Quarters Upgrade The Consultant shall assess and make recommendations on how to improve challenges associated with our living crew quarters. E. Construction Cost Estimates As the Consultant identifies areas for improvement, they will be responsible for completing probable construction cost estimates to ensure that the proposed improvements do not exceed the available funding. This information will also be used to inform budgetary decisions in the subsequent years.
