Site work and paving for a mixed-use development in Ellsworth, Maine. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Description of Work: The work includes: o Reclaiming, fine grading, and paving roads. o Milling and resurfacing existing paved roads. o Paving driveway aprons in conjunction with street repaving and sidewalk paving. The scope entails providing all labor, equipment, materials, and services necessary to pave and resurface roads in the City of Ellsworth. Paving Requirements: o Shim Layer: Varies (12.5mm or 9.5mm). o Overlay Areas: Surface layer of 1.5" (9.5mm) or 1.75" (12.5mm). o Reclaim Areas: Two lifts totaling: o Base: 2" (12.5mm). o Surface: 2" (12.5mm). Roadwork Details: o Foster Street: Reclaim and pave two lifts of 2" (Base: 2" 12.5MM; Surface: 2" 12.5MM) on Foster St.: 24' x 2157', 1312 Tons. o Elm Street: Surface Elm Street: 22' x 910'; 184 Tons @ 1.5" (Mill 1.5"). o Happytown Road: Shim Happytown: 23' x 4300', 302 Tons @ 1/2"; Surface: 604 Tons @ 1". o Grant Street (Upper): Reclaim, grade, pave 2" binder & 1.25" surface. o Grant Street (Lower): Reclaim, grade, pave 2" binder & 1.25" surface. o Western Ave./Holt/Argon: Shim and Surface work. o Hancock Street: Shim and Surface work. o Red Bridge Road: Shim and Surface (Sections 1 & 2). o Birch Street: Shim, Surface, and Curbing. o Maddocks Ave.: Shim and Surface work. o Boggybrook Road: Reclaim and pave 3". o Bayview: Shim and Surface work. o Industrial: Pave 3". o Handwork Butt Joints: Driveway entrances. o Milling: General milling. o Mobilization: Project mobilization. o Happytown/Winkumpaugh: City grading & paving up to end of pavement. o Gary Moore Rd. (Section 1): Reclaim and binder 2" of 12.5MM. o Gary Moore Rd. (Section 2): Surface 1" 9.5MM. o Harbor Park Existing Parking lot - PAVE 2" 12.5MM OVER EXISTING o Harbor Park Gravel Parking Lot: PAVE 2" OVER GRAVEL SECTION o Bid Alternate: provide pricing for paving Long Lane off of High Street Contractor Responsibilities: o Provide all advance warning signage, traffic control devices, and flaggers as necessary to ensure safe work zones. o Maintain one-way traffic through project sites with appropriate flagging. o Conduct a job site review before submitting bids. o Ensure personnel wear at least Type 2 safety vests or abide by stricter safety policies. o Mill paved driveways to a minimum depth of 1 inch and a distance of 1.5 to 3 feet into the driveway to create acceptable transitions (generally 2-6%). o Provide 6-ft minimum butt joints at road ends where necessary. o Haul milling materials to the City's pit at 526 Main St. o Attend a pre-pave meeting with the Public Works Director or designee to review road conditions and expectations. o Scope of work can be shown to each contractor by the Public Works Director or his designee onsite if requested. o Each contractor is responsible for taking their own measurements of affected areas. o Supply a coring machine, testing facilities, and ensure mix samples and 6" cores (for informational density checks) are witnessed by the Public Works Director or designee. City Responsibilities: o Sweep pavement of winter sand prior to the project. o Lower and raise all catch basins, sewer manholes, and water shutoff boxes as necessary. o Provide inspection services during the project. Submittals: 1. Material Certificates: Signed by the material producer and contractor, certifying compliance with specifications. 2. Design Mix: Provide MDOT-approved Job Mix Formulas (JMFs) for review and approval. 3. Certified Weight Slips: Provide for each truckload of hot bituminous material. 4. Quality Control Plan: Submit a modified plan following MDOT Standard Specification (November 2014 Edition, Section 401.19, Method D). Job Conditions: o Ambient Temperature should be 40 degrees and rising with dry conditions. Base cannot be frozen. o Apply bituminous prime and tack coats only when the ambient temperature is at least 45F and the base surface is dry. Products: 1. Asphalt Cement: Comply with MDOT Section 702.01 (Grade: PGAB 64-28). 2. Hot Mix Asphalt Pavements: Comply with MDOT Sections 401 and 403 (9.5mm and 12.5mm mixes, RAP allowable). 3. Bituminous Tack Coat: Comply with MDOT Section 702 (Grade: RS-1H or RS-1). Execution: 1. Pavement: o Place using a 10-ft screed paving machine. o Compact with 10-ton vibratory or oscillating rollers. o All reclaim work shall be fine graded to a 2.5% and 3% crown. In some instances, as determined by the Public Works Director, roads shall be superelevated on corners where higher speeds are prevalent. Any reclaim material not used to establish the final sub-base grade can be windrowed to the shoulder, where the City's Highway Department will use it as shoulder gravel after paving. o Tack will be required in all projects involving pavement being laid on pavement and is subsidiary to per-ton price of pavement. o Longitudinal joints will have lane joint adhesive applied before installing the abutting pavement, and joints will need to be luted if they are in danger of leaving a pronounced visible or physical ridge. 2. Tack Coat: o Apply at 0.04 gallons per square yard. o Allow tack to break before applying pavement materials. Warranty: The contractor shall repair or replace any unsatisfactory pavement as determined by the City within 365 days of the final acceptance of work. Work Schedule: Work will be scheduled in coordination with the City. Projects may begin immediately following City Council bid approval. All work must be completed within the following window: o April 15, 2025 - October 31, 2025. Insurance Requirements: The contractor must maintain: o Workers' Compensation Insurance: As per Maine state law. o General Liability and Property Damage Insurance: Minimum of $500,000 coverage. Certificates of insurance must be provided before work begins. Payment: Payment will be based on actual tons of each grade of material rolled in place and approved by the City. Payment will be made within 30 days of invoice approval. Price Adjustments: Unit prices may adjust based on changes to the Maine MDOT Liquid Asphalt Price Index. Verification of asphalt prices must accompany adjustment requests. General Terms: o While the cost is an important factor, it is not the only consideration. The City may also evaluate references, design, quality, life cycle costs, completion time frame, and other similar factors in determining the best overall option for the City of Ellsworth. o Contractors shall submit proposals with sufficient detail for the City to make an informed selection. o Contractors must not, directly or indirectly, engage in agreements, collusion, or any actions that restrain free competitive bidding in connection with this proposal. o The successful contractor shall not use the City's name in any advertising without prior written permission from the City of Ellsworth. o The City reserves the right to adjust project scope based on available funding. o The City reserves the right to accept or reject any or all bids and waive formalities when deemed in its best interest. The City of Ellsworth is accepting bids for local roads paving. Please review the bid package and feel free to reach out with any questions.
