Site work and paving for a civil project in Harpswell, Maine. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

OUTLINE OF WORK: The project includes the following major items: o Remove undersized (D50 = 3-6") riprap on the eastern slope of the Little Island Road causeway. o Construct a 2:1 armor slope utilizing D50 = 24" riprap as shown in the design plans. o Strip and repave approximately 150 LF of Little Island Road. All questions shall be directed in email format to Gorrill-Palmer Consulting Engineers, Inc., 300 Southborough Drive, Suite 200 in South Portland, Maine 04106 Phone 207-772-2515 ext. 229, Email: bnault@gorrillpalmer.com at least three (3) business days prior to the proposal opening date. Questions received after this time will not be addressed. Responses that substantially alter the project scope will be issued in the form of a written addendum to all bid holders registered in the Engineer's Office. Oral explanations or interpretations given before the award of the contract will not be binding. Each Bid must be made upon blank forms provided and must be accompanied by a bid bond at 5% of the bid amount or an official bank check, cashier's check, certified check, certificate of deposit, or United States postal money order at 5% of the bid amount payable to Town of Harpswell as a Bid guarantee. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each in the amount of 100% of the Contract price, will be required of the successful Bidder. Contractor shall remove bituminous pavement, from the existing roadway following the typical bituminous pavement section detail in the plans. Driveway pavement removal shall be reviewed with the Town and Engineer prior to sawcutting and removing driveway pavement. Work shall include reconstructing Little Island Road within the limits depicted in the design plans. Type A and D gravel quantity is included for reconstructing the roadway surface. The work of this item shall consist of sawing bituminous pavement as shown on the plans, as specified herein and as directed by the Engineer. Work shall include furnishing and installing riprap to the dimensions specified on the construction plans. Toe stones meeting the material requirements of Stone Blanket shall be furnished at the dimensions shown on the plans. Work shall include excavation and all other preparation work including placing fabric. Filter fabric shall be Mirafi FW 700. This work shall consist of loaming, seeding and mulching areas disturbed by the project. Include restoration of existing lawn and seeded areas disturbed by Work. This work shall consist of furnishing an approved certified soil testing laboratory, to conduct in-place density tests of backfill materials in the field and all related laboratory tests. The testing shall be included under the appropriate line item. 105.7 Working Drawings Add the following paragraph to 105.7.1: Working Drawings shall also be defined as Submittals for this project. The Contractor shall provide Submittals for all products associated with the following general work items: o Aggregate materials o Hot mix asphalt materials o Riprap o Geotextile materials o Floating Turbidity Barrier 105.12 Authority and Duties of Resident Engineer or Resident Inspector: The following paragraph shall be added to Section 105: The Resident Engineer or Resident Inspector will not be responsible for, nor will they issue directions regarding the Contractor's safety precautions or programs; nor will he issue directions relative to or assume control over any aspect of the methods, techniques or procedures of construction. 105.13 Cooperation with Utilities: The following paragraph shall be added to Section 105: At points where the Contractor's operations are adjacent to the properties of utilities, damage to which might result in considerable expense loss or inconvenience, work shall not be commenced until all arrangements necessary for the protection thereof have been made. The Contractor shall cooperate with the owners of any underground or overhead utility lines in their removal and rearrangement operations in order that these operations may progress at a reasonable rate and the duplication or rearrangement work may be reduced to a minimum and that services rendered by those parties will not be unnecessarily interrupted. In the event of interruption to utility service as a result of accidental breakage or as a result of being exposed or supported the contractor shall promptly notify the proper authority. The contractor shall cooperate with the same authority in the restoration of such service. The Contractor shall ascertain the location of existing utilities and any other necessary information by direct inquiry at the office of the utilities.
