SCOPE OF WORK A. Project Background The project proposes to assess and improve the safety and accessibility of pedestrian facilities and crossings on Forest Avenue from Riverside Street to Newton Street/Talbot School driveway. We anticipate the project to include improvements to ensure 32 ADA ramps are compliant and evaluation of any crossings needing additional safety enhancements such as signage, RRFB's, or lighting. See attached map for an overview of the locations. B. Project Scope of Work The successful Proposer will review existing sidewalk and ramp conditions between the Talbot School driveway and Riverside Street, with the focus being on ADA pedestrian ramps and pedestrian crossings. Required work will include providing construction plans, estimates, and bid documents for this scope of work. This will include design of ADA sidewalks and curb ramps in a constrained urban environment, review of crossing locations to maximize safety, evaluation of crossings to determine if any additional safety enhancements are needed, and construction cost estimates to achieve this work. We anticipate the final design of this project to be delivered by November 30, 2026. The project scope for the Pedestrian Crossing Improvements on Forest Avenue include: o Reconstructing pedestrian curb ramps to be ADA compliant o Potential sidewalk reconstruction in areas that are in disrepair o Review of crossing locations to maximize safety and potential redesign of crossing locations based on this evaluation o Evaluation of current crossing conditions to improve safety and design of such safety enhancements such as RRFBs, additional lighting, etc. 1. Project Initiation and Data Collection: The consultant shall: a. Hold a kick-off meeting with City and MaineDOT representatives to confirm existing conditions, basic project design and approach, project budget, schedule, and coordination with other City and State projects. b. Analysis of the Forest Avenue ROW Survey: RFP# 25071 8 1. Review of survey for completeness provided by City, 2. Quantify any missing data, information or questions 3. Prepare an Existing Conditions plan 2. Preliminary Design Report: The consultant shall develop a draft and final Preliminary Design Report (PDR), including: a. Project location, including the proposed alignment, map, and photographs b. Description of existing conditions, including traffic volumes, if applicable c. 50% design plans, including plan views, typical and critical sections, and details. Design shall comply with the MaineDOT Highway Design Guide, Standard Specifications and Standard Details and City technical standards and policies. Where design exceptions are proposed, these shall be noted. d. Preliminary identification of impacts to right-of-way, above and below ground utilities, and the environment to be used in NEPA process to be conducted by the MaineDOT e. The City will be responsible for any other permits such as those from MaineDEP, Army Corps, etc with assistance from the consultant f. A preliminary construction cost estimate, using MaineDOT bid item numbers A draft PDR will be submitted to the City and the MaineDOT and the consultant will attend one (1) working meetings with City staff to review comments and revise the PDR for submission to MaineDOT. The PDR and associated correspondence will conform to the templates in the MaineDOT LPA Manual. Following review and comments by the City and the MaineDOT the consultant shall develop a final Preliminary Design Report (PDR). We do not anticipate a public meeting being required for this project however some public outreach such as a door hanger and website notification will be required. The draft PDR should be completed within six months of the consultant's signed contract with the City. Final PDR will be submitted shortly after that after input from the City and MaineDOT. 3. Plan Impacts Complete: Pending approval of the PDR by the City and MaineDOT, the consultant shall develop Plan Impacts Complete, including: a. 80% design plans, including: 1. Any typical and critical sections, 2. Beginning and end of project stations, 3. All ROW lines and any ROW impacts, 4. Locations and limits of curb ramps and ramp details, 5. Locations of any reset/new curbing, sidewalks and islands (if required), 6. Locations of any new RRFBs (if required), 7. Locations of all signs and special street lighting (if required) 8. Existing utilities on plans and cross sections with proposed new locations, as applicable, 9. Standard details. b. Estimate of quantities RFP# 25071 9 c. Updated construction cost estimate d. Draft TAME request e. Evidence of designer review for quality-assurance purposes The 80% design package will be submitted to the City for review and comment. The consultant will attend one (1) working review meeting to resolve City comments and revise the plans for submission to MaineDOT. The Plan Impacts Complete and associated correspondence will conform to the templates in the MaineDOT LPA Manual. 4. Plans, Specifications & Estimates (PS&E): Following approval of the PIC by the City and MaineDOT, the consultant will submit the draft PS&E package, including: a. Completed project design plans for construction bidding, b. Estimate of quantities (should match the Schedule of Items in the contract book) c. Engineer's estimate of probable cost d. Confirmation of utility coordination e. Right of way information f. Final TAME information g. Special provisions h. Contract documents/standard specifications or applicable special provisions including: 1. City ''boilerplate' including Bidding Instructions and Notice to Contractors 2. DBE Utilization Form, Acknowledgement of Bid Amendments form 3. Contract Agreement Offer and Award forms, Contract Performance Bond form, Payment Bond form, Construction notes and / or project maps, DavisBacon wage rates, and Buy America Build America (BABA) 4. Special Provision as needed 5. Federal Insert -- FHWA-1273 6. Right-of-way certification including MaineDOT letter template if all proposed work is within the existing ROW i. Utility certification j. Environmental certification Following review of the Draft Plans, Specifications & Estimates package by the City and MaineDOT the consultant will submit the final PS&E package. The final PS&E package will be submitted to the City for review and comment. The consultant will attend one (1) working review meeting to resolve City comments and revise the plans for submission to MaineDOT. The final PS&E package and associated correspondence will conform to the templates in the MaineDOT LPA Manual.
