Site work and paving for a mixed-use development in Presque Isle, Maine. Completed plans call for site work for a road / highway; and sidewalk / parking lot.
Any questions pertaining to this bid shall be directed to the Public Works Director, Nathan Bond at (207) 764-2560. The City of Presque Isle is seeking bids from qualified individuals and firms to provide, supply, haul, place, and roll hot mix asphalt on various streets, roads, sidewalks, and parking lots. The hot mix asphalt must meet Section 401 of the MDOT standard specifications. The asphalt binder used shall be performance graded as PG64-28. Bids must be submitted in a sealed envelope clearly marked "PAVING BID" and received at the City Clerk's office. The bidder must furnish, haul, and place the hot mix asphalt as specified. The successful Bidder shall supply/provide hot mix asphalt in-place on various streets, roads, sidewalks and parking lots, per the following requirements: 1. The hot mix asphalt shall be "Hot Mix Asphalt - HMA" mix that meets Section 401 of the MDOT standard specifications. HMA shall be furnished, hauled and placed by the successful Bidder. The asphalt binder used shall be performance graded as PG64-28. The successful Bidder shall furnish the City with test results for each 1,000 tons placed. Analyses shall include gradations, asphalt content, and theoretical maximum density. At the request of the City, mat density shall be tested at City expense. All test results shall be within the allowable tolerances given in section 400 of the most recent edition of the MDOT Standard Specifications using Method D. 3. The successful Bidder shall provide a minimum of two rollers. The primary or breakdown roller shall be a 10 ton tandem vibratory with high and low amplitude settings with variable frequencies up to 3,400 vibrations per minute. A pneumatic roller shall be required by the City when uneven surface conditions warrant use of one. All rollers used shall meet the requirements of the most recent edition of the MDOT Standard Specification, section 401.10. The finish roller shall be 10 ton being either a tandem vibratory roller operated in the static mode or a static tandem steel drum roller. 4. Breakdown rolling shall be done when the mix is at optimum temperature between 2850F - 3000F. There shall be no rolling of the mix between 200F - 2500F unless a pneumatic roller of at least 12.5 tons is used. Finish rolling shall be done when the mix is between 1200F - 1700F. 5. Batch and Drum Plants used to produce mix for this project shall meet the requirements of the most recent edition of the MDOT Standard Specifications, section 401.07. 6. The automation of batching shall meet the requirements of the most recent edition of the MDOT Standard Specifications, section 401.072. At automatic mixing plants, automatic tickets shall be printed which meet MDOT Standard Specifications, section 401.073. 7. The successful Bidder shall have the ability, sufficient personnel and equipment to produce and place 800 US tons per 10 hour day. All hauling equipment used shall meet the requirements of the most recent edition of the MDOT Standard Specifications, section 401.08. All pavers used shall meet the requirements of the most recent edition of the MDOT Standard Specifications, section 401.09. 8. The placement of HMA shall only be done when the surface on which the HMA is to be placed is dry, and when the atmospheric temperature, in the shade, is 50F and rising. 9. Hot mix shall not be heated above 3250F or allowed to cool below 2850F before it is placed. The temperature of the mix may be tested by the City in the truck and/or when it is dumped into the paver hopper. Loads that are too hot or cold may be rejected and will not be paid for by the City. 10. Tack coat shall be applied using a distributor truck to surfaces as required by the City. The tack shall be emulsified asphalt HFMS-1 or equivalent. Tack shall be applied at a minimum of 0.025 gallons per square yard as directed by the City's representative. 11. The successful Bidder shall clean up spilled material prior to leaving the work site. 12. All cold edges and joints shall be cleaned and tack coated with a portable sprayer prior to paving by the successful Bidder. Surfaces to be paved shall be drag shimmed as directed by the City's representative. The cross slope of the final paved surface shall be as close as possible to a uniform cross sectional slope except in super elevated areas. 13. The successful Bidder shall provide a certificate of insurance and current job mix formula (JMF) for 9.5mm and 19.0mm mixes for approval when notified of the bid award. The JMF shall state the source, gradation, and percentage of each fraction of the aggregate. It shall state the refiner and the supplier of the bituminous material to be used and the plant location. No Recycled Asphalt Shingles (RAS) may be used in the JMF. The JMF may include a maximum of fifteen percent (15%) Recycled Asphalt Pavement (RAP). 14. Traffic control will be furnished by the City from 6:30 AM to 4:00 PM Monday through Thursday, excluding holidays. At the discretion of the City, the successful Bidder may pave other days, if the Bidder supplies traffic control. 15. All paving joints at driveways, street intersections, etc. will be milled by the Bidder to provide a good transition between new and existing pavements just prior to the start of paving operations. The timing of the milling must be approved by the Public Works Director or his designee. 16. The City will clean streets prior to paving. The paving of aprons at driveways and street intersections will be paid under machine placed bid price, not hand placed bid price. 17. The City reserves the right to add, delete and adjust quantities and locations as deemed to be in its best interest. A list of proposed streets is included with this bid package and marked as Exhibit A. It is the Bidder's responsibility to look at the streets prior to bidding the work. Do not bid a separate price for each street or project. 18. Due to the price volatility of liquid asphalt, a price escalator will be included in the contract with the successful Bidder. The Bidder shall submit a bid based on the current New England Selling Price, as listed in the Asphalt Weekly Monitor. A weekly adjustment in payment will be made should liquid prices increase or decrease. The price adjustment amount will be calculated by multiplying the difference between the New England selling price as listed on the Maine Department of Transportation's website for the week bids are due compared to the price listed for the particular week that paving is performed by the tons of liquid asphalt used for paving that particular week. For example, if the liquid asphalt price at the time of bidding is $665/ton and 1,000 tons of HMA were placed in a particular week with 6.0% asphalt with a liquid price of $675/ton, the City would pay the contractor an additional $600 above the bid price (675- 665 $/ton) (0.060) (1,000 ton) = $600. 19. Invoicing shall be done weekly and submitted to the City no later than close of business every Tuesday for the previous week. All work done on State reimbursed MPI DOT grant projects will be invoiced separately from all other work. A list of MPI projects will be provided by the city. 20. The start date for paving will be coordinated between and mutually agreed upon by the Bidder and the Public Works Director or his designee. It's the City's goal to start paving with HMA overlays on June 22, 2026 or as soon after this date as possible. Once the paving has started, the successful Bidder shall work continuously and diligently to complete the paving schedule as soon as possible excepting allowances for inclement weather or unforeseen circumstances as determined in the sole discretion of the Public Works Director or his designee. All paving shall be completed prior to October 1, 2026. A $500 per day penalty will be assessed for each workable weekday starting October 1, 2026. 21. The City will provide trucks for hauling millings. Millings are the property of the City.
